Position Overview:
The Command, Control, Battle Management, and Communications (C2BMC) program is a critical component of the Missile Defense System. It is an essential operational system that allows the U.S. president, the secretary of defense, and combatant commanders at strategic, regional, and operational levels to plan ballistic missile defense operations systematically, monitor the battle collectively, and dynamically control networked sensors and weapon systems to meet global and regional mission objectives. C2BMC supports layered missile defense capabilities that enable an optimized response to threats across all ranges and flight phases. It acts as a force multiplier by networking, integrating, and synchronizing autonomous sensor and weapon systems and operations worldwide and regionally to enhance performance. C2BMC is vital for all ground and flight tests that verify and demonstrate the current and future capabilities of missile defense systems.
The candidate will serve as the Product Owner for the Interface Product Team within the C2BMC SE&V Team, overseeing value delivery for a complex missile defense command-and-control system.
Essential Functions:
Specify stakeholders need to drive the frequent delivery of value to the customer
Coordinate and prioritize requirements for multiple Task Orders
Contribute to the overall C2BMC Program Roadmap
Assess progress and inform Leadership of the status
Act as the primary technical contact with the Government
Manage stakeholder expectations
Assist in preparing and delivering briefings and demonstrations to customers
Applies advanced concepts, theories, and principles, helping to develop new ones
Addresses highly complex problems with consultative guidance; wrong decisions could lead to failure in reaching key goals and harm the organization's technological reputation
Advises top management and customers on advanced research studies and applications
Managerial and leadership experience are necessary skills
The successful candidate will have strong verbal and written communication skills, the ability to work independently, and the poise and flexibility needed to thrive in a highly dynamic environment
Work will be performed as a member of an Agile Scrum team under the direction of a Team Lead who reports to the C2BMC Regional Systems Engineering Manager
Work will be performed in a closed area; therefore, the position is 100% in-office with no remote opportunities
Basic Qualifications:
Please list your current security clearance and IAT or relevant certifications on your resume, if applicable.
A Bachelor's Degree in Aerospace Engineering, Computer Science, Electrical Engineering, Systems, Engineering, Software Engineering, Mechanical Engineering, Computer Engineering, Project Management, Mathematics, Physics, or a related field from an accredited university, along with 12 years of experience; or a Master's degree in a related field with 10 years of relevant work experience; or 16 years of relevant work experience may be considered as an alternative to a degree
Applicants must have a current, active in-scope DoD-issued Secret security clearance at the time of application, which is required to start
Willingness to travel 10% of the time for business needs
Experience in leading and managing cross-functional teams for developing and integrating large, complex software applications
Extensive experience managing stakeholders in a large, complex development program
Support the achievement of Earned Value Management by collaborating closely with the CAMs, providing essential information to evaluate EV performance, and assisting with variances and ETCs
Collaborate with other Product Teams and ARTs to plan and deliver C2BMC releases
Collaborate with the Run Ahead, Platform & Infrastructure, Networks, and other technical leadership teams, and communicate priorities to the Product Team
Prepare engineering estimates and the basis of estimates for task instructions and RFPs
Preferred Qualifications:
Strong understanding of Ballistic Missile Defense concepts, Battle Management and Command and Control (BM/C2) systems, defense communications systems, and the BMDS is highly preferred
Experience in the following areas preferred:
Team management and leadership in an Agile environment are desired
Experience with DoD integration processes, Agile, SE&V methodologies, and MBSE tools
Scaled Agile Framework (SAFe) experience is a plus
Experience as a Product Owner and/or Scrum Master is a plus
Development of Command and Control System Applications
Experience with software integration and formal testing
Willingness to adapt to unexpected tasks
The applicant should have a good working knowledge of MS Office products

Primary Level Salary Range: $161,000.00 - $253,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
