Position Overview:
The Command and Control, Battle Management, and Communications (C2BMC) program is a key component of the Missile Defense System. It is a vital operational system that enables the U.S. president, the secretary of defense, and combatant commanders at strategic, regional, and operational levels to plan ballistic missile defense operations, monitor the battle, and dynamically control networked sensors and weapon systems to achieve global and regional mission goals. C2BMC supports layered missile defense capabilities that enable an optimized response to threats across all ranges and flight phases. It serves as a force multiplier by networking, integrating, and synchronizing autonomous sensor and weapon systems and operations globally and regionally to improve performance. C2BMC is essential for all ground and flight tests that verify and demonstrate the current and future capabilities of missile defense systems.
The C2BMC Chief Analyst leads all analytical activities for the Command, Control, Battle Management, and Communications (C2BMC) enterprise. This role is accountable for evaluating current and future C2BMC capabilities through modeling & simulation (M&S) and for tactical software performance data collection, processing, analysis, and reporting. The analyst provides insight into threats, performance critical parameters, and technical performance failures, and drives corrective actions across the system lifecycle-from concept to fielded solution.
Essential Functions:

Technical Planning & Integration Oversight - Guide technical planning, system integration, verification & validation, cost, risk, and supportability analyses throughout the entire system lifecycle (concept, design, development, test, installation, operation, maintenance)

Data Collection, Processing & Reporting

Capture tactical software performance data, process it, and generate actionable analysis reports

Identify performance gaps, trends, and degradation patterns

Threat & Parametric Analysis

Identify emerging threats and define performance parametric focus areas

Conduct TPM (Technical Performance Measures), SII (System Integration & Interoperability), and internal metric analyses of technical performance failures and issues

System Test Analysis

Participate in operational system testing, claim event testing, and experimental test analysis

Provide root cause analysis and recommendations for the test-to-field transition

Enterprise Analysis Leadership

Coordinate cross-functional analysis efforts and ensure alignment with program objectives

Technical Metrics & Continuous Improvement

Oversee technical metric collection, trend analysis, and performance baseline tracking

Lead the implementation of corrective actions and improvement initiatives to enhance technical performance

Stakeholder Engagement

Build strong relationships with customer technical staff; foster formal and informal communication channels

Risk Management

Identify analysis-related risks, develop mitigation strategies, and monitor risk status throughout the program

Previous successful technical leadership experience on a large software-intensive program

Detailed knowledge of the complete program life cycle, including requirements, design, hardware, firmware, component, product, and system integration and test, operations, and sustainment

Experience tracking requirements from implementation through test

Proven core engineering leadership skills in major engineering disciplines, including systems engineering, software engineering, hardware engineering, information assurance, integration, and verification

Proven customer intimacy skills to build and maintain a strong working relationship with the operational, technical, and programmatic customer base. Experience briefing at customer/contractor sessions, such as IPRs and IETRs

Proven technical process development skills, including process vision/strategy determination and leadership in communicating and implementing process strategies

Direct experience defining and managing Technical Performance Measures, performing trade studies, and authoring white papers

Proven leadership experience and excellent verbal and written communication skills

Basic Qualifications:

A Bachelor's Degree in STEM Computer Science, Systems Engineering, Aerospace Engineering, Applied Mathematics, Physics, or a related field from an accredited university, along with 14 years of experience; or a Master's degree (preferred) in a STEM-related field with 12 years of relevant work experience; or a PhD in a related discipline with 10 years of relevant work experience

Applicants must have a current, active in-scope DoD-issued Secret security clearance at the time of application, which is required to start with the eligibility to be read on to an SCI/SAP security clearance

Direct technical planning, system integration, verification, validation, and risk/supportability analyses across the entire system lifecycle align with C2BMC requirements

Extensive experience managing performance metrics, system integration, and tracking requirements from concept through sustainment

Proficiency in operational testing, experimental analysis, and root cause evaluation matches system test and performance analysis needs

Strong focus on TPM, trade studies, and stakeholder engagement reflects leadership and systems engineering experience

Preferred Qualifications:

Master's Degree in Systems Engineering preferred

Graduate Certificate: Model-Based Systems Engineering (Ex, Stevens, Caltech, UCSD, USC, GWU, INCOSE cohort, etc.)

Certification: INCOSE Certified Systems Engineering Professional (CSEP) Certification

Certification: Object Management Group Certified Systems Modeling Professional - Model Builder Intermediate (OCSMP - MBI)

Strategic thinker who anticipates future capability gaps and recommends proactive solutions

Analytical mindset focused on rigor, reproducibility, and traceability of results

Collaborative leader who builds trust with customers and internal teams

Primary Level Salary Range: $175,300.00 - $276,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
