Our employees are not only part of history, they're making history.The Northrop Grumman Microelectronics Center (NGMC) of Northrop Grumman Mission Systems is seeking a Program Manager 1 to support the Microelectronics Products & Services (MPS) Organization in Linthicum, MD, Apopka, FL, or Manhattan Beach, CA.
The NGMC's semiconductor foundries, packaging capabilities, and test lines offer unique solutions that support a range of production microelectronics and provide leading-edge technology development. The MPS team acts as the commercial storefront for the NGMC and manages everything from proposals to contract execution for external customers.
This role will report to an MPS Program Manager to support the organization as a Program Manager. The focus will be both proposal and execution support, as well as operations projects supporting the MPS organization.
Position Summary/Responsibilities:
The Program Manager must be a self-motivated individual who can work in a fast-paced environment and can take initiative with little direction. This Program Manager position provides exposure opportunities with leaders in the NGMC Division as well as across functional departments within the company. In this role, close customer and functional interface will be required to successfully manage and mitigate program risk. Additional responsibilities include and are not limited to the below:
Manage cost, schedule, and technical performance of external contracts
Cultivate customer relationships and intimacy to develop further opportunities within the customer community
Develop new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
Lead and direct cross-functional teams to meet program & proposal cost, schedule and technical performance objectives
Measure and report program performance
Deliver presentations to customers, executive management and other program stakeholders
Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
Establish design concepts, criteria, and engineering efforts for product research, development, integration and test.
Create, review and finalization of the program Statement of Work
Manage suppliers to meet program objectives.
Adhere to all internal processes, policies, and applicable industry standards
Develop and adhere to master plans and schedules
Develop, plan, and schedule proposals in a team environment in response to customer requests
Coordinate internal comprehensive reviews of proposal cost and pricing
Compile cost, schedule, and technical elements in the development of proposals in accordance with RFP specifications.
Analyze data such as direct labor hours, past performance, costs of previous procurements, Basis of Estimates (BOEs) and/or comparison to similar items/scope
Travel Approximately 10%
Basic Qualifications:
Bachelor's degree with 5 years; Master's with 3 years of relevant Program Management experience
Must have experience leading and direct cross-functional teams to meet program & proposal cost, schedule and technical performance objectives
Program management experience in engineering, finance, logistics, operations, or supply chain/subcontracts management.
Must possess strong organization and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors.
Ability to travel domestically as required.
Proven analytical, technical, strategic and problem-solving skills
Advanced MS Office Suite and MS Project skills

Prior experience with Earned Value Management (EVM) and as a cost account manager (CAM).
Experience working with Basis of Estimate (BOE) and analyzing BOE quality
* Experience in Semiconductor production or Advanced Packaging
Primary Level Salary Range: $114,900.00 - $199,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
