Analyst will support efforts associated with proposal development, planning and scheduling during the supplier acquisition process. Will perform cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications and in compliance with regulatory requirements. Will coordinate with functional departments to facilitate the collection and accumulation of cost, scheduling, and performance elements and research and analyze historical data and develop cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings and in should-cost and pricing reviews with management and customer representatives.
Essential Functions:

This role will provide essential support to the SCS Programs as a key evaluator and developer of bids.
Candidates for this position will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members
They will demonstrate a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment
Develops, plans and schedules proposals
Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments, including approvals
Researches and analyzes historical data, develops cost models to support proposal efforts
Coordinates activities and participates in fact-finding meetings
Participates in should-cost and pricing reviews with management and customer representatives
Participates as a member of the contract negotiating team
Lead/Supports the reviews and updates of the Cost Estimating Factors used within the program
Lead/Supports the reviews and updates of the Allocations used within the program
This position may be hired at either the Level 3 (Principal) or Level 4 (Sr Principal) depending upon candidate qualifications, experience, knowledge and skills.
Basic Qualifications for Principal Proposal Analyst (Level 3):

Bachelor's degree and 5 years of experience in relevant roles including quantitative/analytical responsibilities; or Master's degree with 3 years of stated experience.
Must have a solid understanding of project management and/or cost estimation principles
Must have knowledge of industry-specific standards and practices related to proposal development (e.g. FAR, DFARs, etc.)
Must have experience with developing and analyzing Basis of Estimates (BOEs) and BOE.Next
Strong Proficiency in MS Office (PowerPoint, Outlook, Word, Excel); Working knowledge of intermediate Excel concepts, including pivot tables, formulas, or other advanced features
Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
Must have the ability to obtain and maintain Special Access Program (SAP) clearance.
Basic Qualifications for Senior Principal Proposal Analyst (Level 4):

Bachelor's degree and 8 years of experience in relevant roles including quantitative/analytical responsibilities; or Master's degree with 6 years of stated experience.
Must have a solid understanding of project management and/or cost estimation principles
Must have knowledge of industry-specific standards and practices related to proposal development (e.g. FAR, DFARs, etc.)
Must have experience with developing and analyzing Basis of Estimates (BOEs) and BOE.Next
Strong Proficiency in MS Office (PowerPoint, Outlook, Word, Excel); Working knowledge of intermediate Excel concepts, including pivot tables, formulas, or other advanced features
Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
Must have the ability to obtain and maintain Special Access Program (SAP) clearance.
Preferred Qualifications:

Extensive experience in preparing proposal cost volumes in accordance with NGC policies and procedures
Must have an ability to interpret and present complex data
Proficiency with cost estimating tools (e.g., ProPricer)
Effective oral and written communication skills
Strong briefing skills up to the Division level
Proven ability to independently complete projects with limited supervision
Working knowledge of Cost Improvement (Learning) Curves and/or Cost Estimating Relationships (CERs)
Working knowledge of Cost Estimating Factors (CEFs)
Demonstrates experience creating spreadsheets and performing data analysis to create meaningful insights for decision-making
Experience with SAP, Cost Point, and/or BOE Next
Ability to obtain and maintain DoD Top Secret clearance

Primary Level Salary Range: $81,400.00 - $122,000.00Secondary Level Salary Range: $101,400.00 - $152,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
