Our employees are not only part of history, they're making history.Northrop Grumman Aeronautics Systems has an opening for a Pricing Cost Estimating Manager 2 to join our team of qualified, diverse individuals within our Air Dominance Division. This position will support a primary team at our facilities in San Diego, CA, Palmdale, CA and other Northrop Grumman Sites. This position will work onsite daily.
In this role, the Manager Pricing / Cost Estimating 2 will lead a team of professionals responsible for the development of cost products. Provide integrated P&E thought leadership to the business teams, appropriate staffing to develop cost volumes, ROMs, BPEs, cost models, or other analysis required to support the business objectives. Able to step in and provide hands-on technical support, development and training to a team of professionals.
Responsibilities include but are not limited to:
Lead a pricing and estimating team supporting multiple lines of business and programs across various sites
Manage team staffing, resources, tools, and training as needed
Direct team execution in all aspects of cost volume quality, compliance, and products in response to customer's request for proposal (RFP)
Brief senior management, contract personnel, proposal coordinators, customer representatives, and government auditors on a variety of issues as required
Engage with Senior P&E/Program/Business Unit leadership to develop pricing and estimating strategies needed to successfully capture follow-on or new business in line with company objectives
Establish strategic relationships with program, business unit, and functional leadership; and customer counterparts to enhance team operations, resources, and deliverables

Understand and adhere to internal and external policies and procedures as it pertains to the role
Support DCMA/DCAA offices and Government Compliance regarding proposal and business system audits
Basic Required Qualifications:
Bachelors Degree and 7 years of related Business Management experience, or a Masters Degree and 5 years of Business Management experience or a PhD and 3 years of Business Management experience
Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS) related to cost volumes and Cost Estimating System requirements
Proven ability to evaluate/analyze, integrate, and communicate Pricing/Estimating and financial impacts, cost issues and risks to senior and executive leadership
Experience in development of proposal cost or pricing strategy
Working knowledge of Enterprise Pricing Software (i.e., ProPricer)
Ability to work onsite daily in San Diego, CA or Palmdale, CA
Active DoD Secret Clearance and program access prior to start in a reasonable amount of time as determined by the program
Preferred Qualifications:
DoD Top Secret Clearance
Experience leading proposal audits and RFI process
Experience developing proposals of various contract types (e.g. CPIF, CPAF, CPFF, FFP, etc.), complexity, size, and acquisition phase
Primary Level Salary Range: $146,600.00 - $219,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
