The COIC organization is seeking a highly qualified, mission-oriented Program Manager 1 - Proposals to join our exciting team in San Diego, CA which provides various markets with critical Ceramic Composite Matrix (CMC) oxide and non-oxide products including applications in RF applications, exhaust systems, and thermally resistant structures.

Overview
The Program Manager's responsibilities are broad and rewarding. This position is focused on new business proposal coordination, and proposal management for the Ceramic Matrix Composite (CMC) product line. Proposal coordination activity includes overall proposal tracking, and Key Performance Indicator (KPI) management for proposal processing activities. Proposal management activity includes internal and external customer interface, Basis of Estimates (BOE) and compliance matrices development, and proposal writing. The program manager will be accountable to ensure Safety, Quality, Delivery and Cost objectives are achieved for assigned program managerial roles. Additionally, the program manager may plan and oversee independent research and development (IRAD) activities and perform other program duties as assigned.

Role and Responsibilities:

Execute a standard proposal development and review process

Lead and execute proposal management, partnered with designated Program Managers and Portfolio Leads to ensure on-time delivery of proposals and document lessons learned to improve processes

Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications

Ensure that all customer requirements are determined and are addressed in the proposal response, including use of SOW compliance matrices

Engage with Portfolio Managers to craft proposal strategy and develop compelling messaging to address Northrop Grumman strengths

Create compliant, compelling proposals which clearly and succinctly address the RFP requirements

Work with Enterprise proposal team to generate proposal risk assessments

Maintain the business capture pipeline within SalesForce and perform pipeline data analytics

Lead COIC opportunity/awards plan reviews with BU leadership

Act as first point of contact for potential COIC customers

Capture new business and contribute to defining technical strategy for assigned product segment

Participate in business strategy sessions

Plan and execute all aspects of any assigned contracted program

Responsible for successfully managing all technical, financial, contractual and schedule aspects of multiple assigned programs with P&L responsibility

Lead a cross functional team of associates with a wide range of skill sets, ensuring roles and responsibilities of all team members are well understood and executed. Provide overall leadership to program team and provide technical compliance

Act as customer interface for program activities. program review sessions to address cost, schedule and technical performance

Anticipates and fulfills customer needs to ensure their satisfaction and continued business

Basic Qualifications:

Bachelor's degree in a technical, management, or business-related discipline with a minimum of 5 years' experience as a Program Manager; OR a minimum of 3 years' Program Management experience with a master's degree in a technical, management, or business discipline

Experience supporting U.S. Government contracts and customers in an Aerospace Manufacturing environment

Minimum of 3 years' experience in proposal management, with experience leading and/or writing proposal volumes

Ability to manage internal and external customers, and functional teams through a program's lifecycle

Demonstrated participation in proposals between $1M to $20M in value

Basis of Estimate (BOE) development experience

Demonstrated financial management skills including development and control of program budgets, schedules, Estimate at Complete (EAC), and the ability to recognize and capture program changes

Excellent decision making and risk management skills to create profit and meet schedule

Ability to organize, balance and prioritize multiple tasks simultaneously in a highly dynamic aerospace manufacturing environment

Strong attention to detail, as this position requires processing large amounts of data across dozens of programs simultaneously

Strong teamwork and communication skills to ensure changes to plans are fully understood

Excellent skills in critical thinking, writing, editing, and visual element planning

Ability to travel as needed

Strong computer skills including MS Office, specifically Excel

Ability to obtain and maintain a Secret Clearance

US Citizenship is a requirement

Preferred Qualifications:

Bachelor's degree in Mechanical or Aerospace Engineering

Background in material systems, composites, and Ceramic Matrix Composites (CMC)

Experience with DoD FFP and cost type proposals, including cost volume development

Understanding of Northrop Grumman Space Sector strategies, customers, and priorities

Experience with NG tools including Salesforce, SharePoint, Tableau, Workday, etc.

Experience with organizational effectiveness and operations implementing best practices

Active Secret Clearance

Primary Level Salary Range: $129,900.00 - $194,900.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
