The Surveillance and Technology Business Unit is looking for a Subcontracts Manager 2 to lead a team of 7 Subcontract Administrators in a fast paced and dynamic environment. As the Business Unit embraces growth and advancement, this Manager will have the opportunity to implement creative agile solutions, streamline processes, and foster strategic business deals with the supply base.
This role will be in Linthicum, MD and is a full-time work in the office position.
Key Responsibilities:
Manage a team of 7 Subcontract Administrators and play a key role in ensuring subcontracts are placed meeting program cost and schedule objectives
Negotiate price, schedule, milestone payments, and terms, and ensure NGC is making favorable business deals with leverage to overcome subcontractor performance issues
Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk with supply base or internal processes
Manages performance of subcontractor, and depending on the size of the subcontract, act as lead member of a Supplier Management Team. Experienced with and can contribute to the evaluation of the supply base performance in the SAMS tool; can identify and resolve supplier performance issues; when necessary, construct and manage supplier Return to Green Plans (RTG's)
Ensures compliance with NGC policy and procedures, FAR, and customer contractual flow-downs
Support NGC proposals and influence quick turn quotations from subcontractors
Basic Qualifications:
Bachelor's Degree
8 years of relevant experience in supply chain, subcontracts, or contracts
Minimum 2 years' experience leading a team or as an IPT Lead
Knowledgeable in FAR, DFARS, and corporate flow downs
Must be able to obtain and maintain a Top-Secret clearance with the ability to acquire an SCI
Preferred Qualifications:
Has worked a prior role in the Subcontracts or Contracts organizations, managing a contract valued at $25M or greater
Experience managing a team of direct reports
CAM, Integrated Product Team Lead, or Supplier Management Team Lead
Experience working on high dollar firm fixed price and cost-plus development Subcontracts
Experience conducting presentations and collaborating with Senior Leadership
Proven record of negotiation subcontracts valued greater than $50M
Experience managing a remote staff

Primary Level Salary Range: $139,800.00 - $209,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
