Our employees are not only part of history, they're making history.Northrop Grumman Aeronautics Systems (NGAS) is currently seeking a Manager 2 supporting the Material Estimating & Analysis group as part of the Pricing & Estimating Organization. This hybrid role is supporting the Global Surveillance Division in Rancho Bernardo, CA.
This function is responsible for all supply-chain related business management activities for Global Surveillance programs and pursuits, including estimating and price/cost analyses supporting Request for Proposal (RFP) internally and externally.
Specific duties and responsibilities include:
Successful completion of all projects assigned to the organizational group, including initiatives led by Division Pricing & Estimating
Defining and operating to organizational objectives.
Ensure compliance with federal acquisition regulations relevant to this function
Maintain a broad grasp of NGAS proposal practices and procedures
Team with peer stakeholders to influence & impact capture and proposal strategy
Develop, plan and schedule all proposal activity supporting Global Supply Chain (GSC) - Global Surveillance
Manage the compilation, analysis and documentation of supplier cost data, historical data and cost models in determining objective cost positions
Develop and maintain material factors such as decrement and material usage allowance/attrition
Document the subcontract objective position in a formal Price/Cost Analysis Report (PCAR) for prime proposal support

Coordinate the preparation and documentation of priced Bill of Material and Material (BOM) cost estimate development
Coordinate the direct labor hours for all Global Supply Chain functions - Subcontract Administration, Material Distribution, Execution, Business Management
Manage all audits, fact-finding, price updates, negotiations, sweeps and certifications as required
Coordinate preparation of subcontract cost analyses for Procurement Review Board (PRB) briefing
Lead negotiation support throughout the Prime and subcontract definitization process
Manage delivery of Estimate at Completion for supplier cost as requested
Basic Qualifications:
Bachelor's degree in a business or technical discipline with 7 years of relevant experience or 5 years with a Masters Degree
Strong proposal development skills, strategy development and solid negotiation background
Experience in federal contracting environment
Knowledge of FAR/DFARS and other government regulations
Potential travel of 10% or greater to meet proposal and management requirements
Comprehensive knowledge of pricing, contracts, and business management
Familiarity with supplier financing under FAR Part 32
Ability to obtain/maintain DoD Top Secret clearance
Preferred Qualifications:
Excellent communication and written skills
Experience in schedule-sensitive and change-intensive environments
Demonstrated leadership, with excellent problem solving and organizational skills
Experience working with various military/commercial capture programs
Familiarity with supplier financing under FAR Part 32

Primary Level Salary Range: $146,600.00 - $219,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
