Our employees are not only part of history, they're making history.We are seeking a cleared Cyber Systems Engineering Manager 2 for a critical role in our Engineering & Sciences organization. This is a dual role position, involving direct functional management and performing as a program Operations Lead. This position plays a vital role in managing IT operations, ensuring that services are delivered effectively, and drives continual improvement efforts. We prefer candidates with direct experience managing engineers performing in multiple relevant technology areas, such as CI/CD Pipeline, DevOps, and Networking. Ideal candidates for this position have extensive breadth and depth of knowledge in multiple aspects of engineering and IT.
Your direct management responsibilities will include (~20% of your time):

Managing and guiding cyber systems engineers including IT and software professionals

Setting objectives and then monitoring and reviewing yearly progress for your team

Being responsible and accountable for managing the workload of your direct reports

Recruiting, interviewing, and hiring top engineering talent

Providing timely, constructive support and feedback to your reports on a regular basis

Completing performance assessments of your team members

Motivating your team members (engagement) and meeting with them regularly

Providing mentoring and career development to each team member

Coordinating training for each team member

Providing appropriate tools and resources for your team's development activities

Your technical program support duties will include (~80% of your time):

Leadership of engineering teams in the design, integration, and maintenance of customer enterprise-level cyber systems.

Program staffing for optimal execution

Technical direction, guidance, and mentoring of project team members

Working programs, proposals, and internally funded activities in a technical or leadership role

Risk-mitigation planning and execution

Strategic problem solving

Earned value management

Drive technical execution using best practices in secure development, automation, and network design.

Contribute to DevOps strategy and process improvement initiatives across environments.

Manage Cost Account Management (CAM) and Risk Management activities, where applicable.

Collaborate with peers and leadership to ensure optimized resource allocation and mission alignment.

Basic Qualifications:

Candidate must have bachelor's degree and 8 years engineering experience, OR master's degree and 6 years engineering experience

US Citizenship is required

Active Top Secret security clearance

A minimum of 2 years of demonstrated experience managing people

Experience in recruiting and developing top engineering talent

Experience with U.S. Government contracts or defense systems

Demonstrated experience with enterprise architectures including Windows Server, RHEL, virtualization, and storage technologies

Working knowledge of containerization, automation, and Software Defined Networking (SDN)

Experience with deployment pipelines using the Atlassian suite and other CI/CD toolsets

Preferred Qualifications:

M.S., M.B.A., or other advanced degree

Active Top Secret / SCI security clearance

Broad technical background across IT, software development, and cybersecurity

Experience applying ITIL v4 practices, focused on service delivery and support

Experience with networking technologies from vendors such as Cisco, Juniper, F5, and Ciena

Proven ability to represent organizational capabilities to customers and stakeholders

Primary Level Salary Range: $135,000.00 - $202,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
