Northrop Grumman Mission Systems Sector is seeking a Manager, Contracts Administration 1 to join our team in Linthicum, MD. This position will oversee a team of contracts professionals within Emerging Capabilities Development (ECD). The exciting and fast-paced business within ECD focuses on cutting edge technologies that drive future capability development and deployment.
This management position will lead a contracts team responsible for shaping acquisitions, proposal development, negotiations, contracts administration, and contract closeout, while ensuring all work products are compliant with company policies, legal requirements, and customer specifications. The successful candidate will partner with Business Unit (BU) program and functional leadership to support BU business portfolios and capture new business opportunities.
Responsibilities include:
Direct management, oversight, and career development of a team of Contract Administrators.
Fostering and maintaining relationships with internal and external customers.
Interfacing with management regarding contractual matters.
Identifying, developing, and recommending risk mitigation strategies.
Developing solutions to complex management, contracts, pricing, and property concerns.
Advising management of contractual rights and obligations.

Providing adequate resourcing and oversight to ensure execution of organizational goals and financial objectives.
Ensuring compliance with company policies and requirements.
Ensuring proper administration and management of all aspects of the contract lifecycle, including shaping of acquisitions, proposal development, negotiations, administration of standard and nonstandard contracts, and closeout of contracts.
Basic Qualifications:
Bachelor's Degree with 5+ years or Master's Degree with 3+ years of relevant experience in contract administration/management or related field.
Knowledge of Contracts Administration in a FAR/DFARS environment.
Background in DoD contracting with prior experience with the USG and/or major defense contractor customers.
Experience negotiating and administering various contract types of varying sizes and types of agreements with the DoD.
Experience with proposal development.
Excellent oral and written communication skills and the ability to interface with all levels of employees and management.
Experience using Microsoft Office including Outlook, Excel, Teams and PowerPoint.
Ability to obtain and maintain a U.S. Government Top-Secret security clearance.
Preferred Qualifications:
Active U.S Government Secret or Top-Secret Security Clearance.
Knowledge of and ability to use SAP.
Experience negotiating Other Transaction Authorities (OTAs) and/or other complex contracts.
Proven ability to attract new talent and mentor and train assigned staff.
Demonstrated leadership or supervisory/mentorship experience.

Primary Level Salary Range: $102,400.00 - $153,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
