Assistant Vice President, Specialized Mortgage Operations & Support

Overview

To manage, plan, and direct fraud, legal mitigation, quality service and program management frameworks, measurements, methodologies, policies, standards, and procedures for the Real Estate Lending (REL) Strategy & Support Division. Ensure Specialized Mortgage Servicing & Support processes and strategies align with REL business initiatives, achieve business objectives, improve the quality of service, mitigate exposure to fraud and legal concerns, and provide support to the entire division in regulatory changes, process improvements and risk liaison activities. Direct and manage high profile security and operational risk issues to mitigate possible loss of Navy Federal assets. Collaborate with REL business units, Compliance, Office of General Counsel, and Security to assess and support operations by developing effective strategies, tactics, and solutions. Support senior management in developing and executing strategic and business objectives.

Responsibilities

  • Oversee strategy, establish priorities and set goals; evaluate and implement standards to ensure alignment with departmental/organizational objectives
  • Direct and oversee security/legal responses involving complex cases and escalated situations to ensure optimum response
  • Manage and direct operations and ensure targets, service level agreements and corporate objectives are met
  • Identify existing and new issues pertaining to compliance with state and federal regulations to ensure necessary policies, strategies and procedures are implemented
  • Involved in driving continuous process improvement to increase member experience quality; reduce losses; minimize financial risk and maintain high operational efficiency
  • Serve as strategic advisor to senior management
  • Act as primary liaison with Security and the Office of General Counsel for security-related matters involving financial crimes, fraud investigations, etc.
  • Identify, plan and implement business requirement changes based on actions taken by government, competitors, trade associations and NCUA as they relate to specialized mortgage risk management and quality control.
  • Create projects and assign responsibilities/tasks based on priority, staff availability, and resources
  • Identify and resolve operational and performance gaps and obstacles; implement changes and improvements
  • Ensure compliance with all applicable state and federal regulations and legislation
  • Establish key parameters to track and monitor department/division/branch activities and results
  • Analyze new and existing federal regulations to ensure that Navy Federal is in compliance with established standards
  • Ensure proper quality control measures are implemented; review related activities and results
  • Analyze work quality, work methods, processes, procedures, production standards and production statistics
  • Partner with other business units and vendors to improve procedures, resolve problems, and implement initiatives, present conclusions and recommendations to management
  • Provide overall leadership to large strategic projects or programs
  • Establish/direct internal/ external controls for compliance/audit purposes with applicable statutory requirements and organizational policies
  • Collaborate/advise senior management on functional matters
  • Recommend and develop long-term/short-term strategies and initiatives
  • May have final decision making authority on business/operational matters
  • Perform other related duties as assigned

Qualifications

  • Advanced knowledge of mortgage products, services, programs, policies and procedures
  • Advanced knowledge of mortgage operational risk, regulatory requirements, and related policies and procedures
  • Expert knowledge of related state and federal regulations and legislation, e.g. the Equal Opportunity Act, Home Mortgage Disclosure Act, SAFE Act, Fair Credit Reporting Act, Real estate Settlement Procedures Act, Truth In Lending Act, NCUA, CFPB, BSA, etc.
  • Advanced knowledge of mortgage lending concepts and principles
  • Advanced knowledge of mortgage lending requirements, regulations and procedures for VA and conventional loan programs
  • Significant experience in the mortgage lending industry
  • Advanced knowledge of Fannie Mae, Freddie Mac, and/or VA mortgage servicing guidelines
  • Advanced knowledge of mortgage and equity lending industry best practices
  • Extensive and progressively responsible experience in a multi-functional mortgage lending operation
  • Significant experience in examining and re-engineering operations and procedures, formulating policy and implementing new strategies and procedures
  • Significant experience in leading large projects/initiatives which have business risk and impact
  • Significant experience in problem resolution including determining root cause, scope and scale of issues
  • Significant experience working effectively with diverse internal and external contacts
  • Advanced knowledge of banking/financial industry standards and practices
  • Extensive experience in supervising and leading employees
  • Advanced verbal and written communication skills
  • Advanced skill in to influence, negotiate & persuade to reach agreeable exchange & positive outcomes
  • Advanced skill in building effective relationships through rapport, trust, diplomacy and tact
  • Advanced skill exercising initiative and using good judgment to make sound decisions
  • Advanced skill in presenting findings, conclusions, alternatives and information clearly and concisely
  • Advanced skill in analytical thinking skills including summarizing & identifying key patterns/results
  • Bachelor's or advanced degree in a related field, or the equivalent combination of education, training, and experience

Desired Qualifications

  • Knowledge of Navy Federal's functions, philosophy, products, and services
  • Risk Management or Regulatory Compliance Certification such as CRCM (Certified Regulatory Compliance Manager), NCCO (NAFCU Certified Compliance Officer), ICBBR, FRM
  • Working knowledge of NCUA and FFIEC regulations, COSO, and other risk frameworks a plus
  • Master's Degree in Business Administration, Education, Finance, Accounting or a related field, or the equivalent combination of education, training, and experience
