Cloud Fleet PMO (Hybrid)
We're seeking someone to join our team as a Cloud Fleet PMO to support the effective delivery, governance, and strategic coordination of Morgan Stanley's global Cloud Fleet portfolio. Operating within a complex, multi-squad environment, this role provides crucial structure, insight, and oversight across cloud transformation initiatives, ensuring consistent execution, clear reporting, and strong alignment between engineering squads, leadership, and partner teams.

This is a Lead Technical Program Management position at Director level, which is part of the job family responsible for overseeing and leading the execution of multiple projects and/or programs, working closely with cross-functional teams to ensure alignment with business objectives. What you'll do in the role:
- Support and drive effective delivery, governance, and strategic coordination of the global Cloud Fleet portfolio
- Provide structure, insight, and oversight across cloud transformation initiatives within a complex, multi-squad environment
- Ensure consistent execution, clear reporting, and strong alignment between engineering squads, Fleet Leadership, and partner teams
- Act as a trusted partner to Fleet Leadership, driving disciplined delivery practices and enhancing program transparency
- Manage and oversee dependencies, risks, and issues, ensuring program-wide standards and controls are met
- Produce and maintain high-quality reporting and delivery insights for senior leadership
- Enable and facilitate cross-team coordination and contribute to the continuous improvement of PMO tools and processes
What you'll bring to the role:
- At least 4 years of proven experience operating within large scale PMO environments, managing multiple squads, locations, and concurrent programs.
- Strong Jira proficiency, including Kanban and Scrum workflows, and the ability to aggregate squad level data into enterprise level reporting.
- Experience supporting organizational or delivery changes, including communications and adoption tracking.
- Strong program governance capability, including risk/issue management, dependency tracking, and adherence to firmwide controls and standards.
- Financial and commercial acumen, including experience with cost tracking, forecasting, and reporting.
- Stakeholder influence and facilitation skills, with the ability to drive alignment, manage conflicting priorities, and escalate effectively.
- Exceptional organizational skills, with experience coordinating monthly and quarterly reporting cycles and ensuring deliverables are prepared, reviewed, and socialized on time.
- Excellent written and verbal communication skills, with the confidence to engage stakeholders across technical and business domains.
- Analytical capability, with the ability to interpret delivery data, identify trends or risks, and produce clear insights for senior leadership.
- Process and tooling improvement mindset, with a track record of enhancing PMO frameworks, reporting quality, or workflow efficiency.
- Familiarity with cloud concepts and modern engineering practices, enabling effective engagement with engineering squads.
- Leadership potential, demonstrated through ownership, initiative, and readiness to develop into a future program leader.
- PowerBI or equivalent data visualization experience, enabling creation of dashboards and executive ready reporting, is a plus.
- Experience in financial services or other regulated, complex organizations is a plus.
- Exposure to cloud transformation or large scale technology modernization program is a plus.
