Cyber Joint Operational Planning SME
Description
This role supports the DISA GSMO II Capability Requirements Support Program. GSM-O II delivers network operations and cyber defense capabilities for the Defense Information Systems Agency (DISA), enabling DoD and Combatant Command (CCMD) cyber mission objectives. This is a senior-level position centered on Joint Planning Process (JPP) execution, Functional Mission Analysis, and Mission Relevant Terrain-Cyber (MRT-C) analysis, which serve as the primary differentiators for success. The selected candidate will lead operational requirements analysis in conjunction with CCMD JDIRs and cyber mission thread activities, translating insights into operational support phases, posture planning, and mission outcomes.
Working closely with DISA stakeholders, CCMDs, and senior leadership, this role requires the ability to integrate MRT-C outputs into planning processes, assess cyber risk to mission, and influence decision-making at the strategic and operational levels. This position is based in Stuttgart, Germany.
Key Responsibilities
- Lead and support strategic and operational planning using the Joint Planning Process (JPP).
- Integrate MRT-C outputs into operational plans (OPLANS, CONPLANS, BASEPLANS, Campaign Plans) to assess and communicate risk to CSA, CCMD, Services, and Mission Partner missions.
- Support CCMD planning efforts, exercises, and mission integration activities with a focus on cyber domain impacts.
- Analyze technical and operational data to identify issues and develop actionable solutions to complex cyber and operational challenges.
- Provide clear, decision-quality recommendations to senior leadership.
- Evaluate joint needs statements and define capability requirements using DOTMLPF-P frameworks.
- Identify capability gaps and recommend solutions to optimize mission effectiveness and investment.
- Support enterprise-level planning across systems, infrastructure, and applications.
- Coordinate with DISA, CCMDs, and mission partners to align cyber domain efforts.
- Brief and advise O5/O6, Senior Executive Service (SES) and General/Flag Officers on cyber strategy and mission risk.
Basic Qualifications
- Active DoD Top Secret/SCI clearance.
- Bachelor's degree (or equivalent experience) with 12-15 years of relevant experience.
- Demonstrated, hands-on experience with the Joint Planning Process (JPP).
- Proven expertise in Functional Mission Analysis.
- Experience developing strategic and operational cyberspace plans.
- Strong knowledge of DISA and DoD networks and environments.
- Experience supporting CCMDs, particularly within the European theater.
- Excellent written and verbal communication skills, with experience briefing senior leadership.
Preferred Qualifications
- JPME Phase II, Joint Operational Planning Process (JOPP), Joint Staff Officer (JSO) Designation, Joint Cyber Planning Course (JCPC)
- Project Management Professional (PMP), Lean Six Sigma (Green/Black belt)
- Experience in IT domains such as systems architecture, systems as part of Mission Relevant Terrain-Cyber (MRT-C) analysis.
- Knowledge of mission frameworks such as UJTLS, METs, PMEFs, and mission decomposition.
- Experience mentoring teams and fostering a strong cybersecurity culture.

Pay Range:
Pay Range $131,300.00 - $237,350.00
