The Digital Modernization Sector at Leidos currently has an opening for an HHS (Health and Human Services) Program Manager to work in our Baltimore, Maryland office. This is an exciting opportunity to use your experience helping the Center for Medicare and Medicaid (CMS) program operate, maintain, modernize and transform its current highly visible legacy system.
Primary Responsibilities:
The Program Manager (PM) is responsible for managing and implementing all contract requirements, with authority to make decisions on behalf of their organization.
- The PM's responsibilities shall include, but are not limited to:
- Organizing, directing, and providing oversight for the entire program.
- Acting as the central point of contact with CMS for all program risks and issues.
- Monitoring adherence to contract requirements, providing solutions to identified program problems, such as resource allocation or changing contractual specifications.
- Monitoring and tracking the program's schedule and budget throughout its lifecycle.
- Ensuring compliance, legal requirements, and overall program objectives are met.
- Managing activities of all subcontractors.
- Communicate effectively across external and internal stakeholders to include Customer entities, vendors and partners.
- Foster a growth culture with enhanced performance via automation, scalability and structured improvement activities.
- Ensure accurate and transparent SLA/TPM/KPI metric reporting and deliverables.
- Reduce redundancies and implement improvements using industry standard processes.
- Ensure 24x7 availability.
- Manage risks proactively, identify and prioritize opportunities with Customer collaboration.

Basic Qualifications:
- Bachelor's degree and minimum 8 years of relevant prior experience
- Ability to obtain Public Trust
- PMP
- Agile, SAFe, DevSecOps experience
- COTS development and integration program experience
- Experience in enterprise engineering services environment
- Experience with managing programs or projects within CMS
- Experience with large-scale digital modernization projects >$100M
Preferred Qualifications:
- Understanding of CMS policies and business processes
- Experience with omni-channel contact centers
- Certified in ITIL, Agile, Cloud Computing
- Experience with CMMI certified programs.
- Six Sigma Certified
- Low risk transition experience
- Application Integration experience

Pay Range:
Pay Range $126,100.00 - $227,950.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
