Job Description
The HCM Lead is the onsite face of the Payroll/HCM track on an EBS-to-Oracle-Fusion-Cloud transformation programme, owning the end-to-end functional solution for Oracle Payroll Cloud. This hands-on leadership role calls for deep Oracle HCM/Payroll Cloud expertise, strong stakeholder management, and sound judgment to drive design decisions and protect delivery quality through every project phase, from Discovery through go-live and Hypercare.
Your role
In the role of HCM Lead, you will lead a blended onsite/offshore team and act as the primary point of contact for the client's business and IT stakeholders on the Payroll/HCM workstream. The client is migrating Human Capital Management and Payroll from Oracle E-Business Suite to Oracle Fusion Cloud, implementing Oracle Payroll Cloud for an employee base of approximately 4,000 across the UAE geography.
You will own the solution blueprint, guide the team through Discovery, Design, Build, Test, Deploy and Hypercare, and act as the trusted advisor to business and IT stakeholders on design decisions, risk resolution and delivery quality. You will have the opportunity to shape a value-adding payroll transformation that helps the client meet its evolving statutory, regulatory and operational needs.
Responsibilities
Solution Leadership & Design
- Own the HCM/Payroll Cloud solution blueprint for the UAE geography, ensuring alignment with business processes and committed scope.
- Lead requirement-gathering workshops and fit-gap analysis, translating business requirements into Oracle Payroll Cloud configuration and design specifications.
- Drive design and sign-off of client-specific processes, including incentive and billing interfaces, loan recoveries, final settlements, gratuity and leave accrual provisioning, and multi-currency/international assignment scenarios.
- Own the fast formula inventory and configuration approach, ensuring traceability to business requirements.
- Oversee statutory and regulatory compliance design for the UAE, including pension processing and Wage Protection System (WPS) salary file generation.

- Lead the onsite HCM/Payroll functional team, coordinating closely with offshore functional consultants, developers, data conversion and testing teams.
- Act as the primary escalation point for the Payroll/HCM track, coordinating with the Solution Architect, Technical Lead, PMO and Change Management teams.
- Own the payroll and HCM data migration strategy in partnership with the Data Lead, covering master/employee data, payroll balances and open transactional data.
- Validate data mapping templates, reconciliation reports and conversion cycles across mock, SIT and UAT.
- Oversee scoped integrations such as billing-to-payroll interfaces, pension payment integration and bank payment/WPS files, along with associated custom pages and reports.
- Own the Payroll Parallel Run strategy and reconciliation process across two cycles.
- Define reconciliation acceptance criteria, tolerance limits and sign-off criteria for SIT, UAT and Parallel Payroll.
- Lead cutover planning and execution for the HCM/Payroll track, providing onsite leadership through go-live and the post-go-live Hypercare/warranty period.
- Coordinate end-user and train-the-trainer activities with the Organisational Change Management (OCM) team.
- Serve as the trusted onsite advisor to the client's Payroll/HR process owners, business SMEs and IT SPOCs.
- Proactively identify risks and issues in the HCM/Payroll track and drive timely resolution with client and internal stakeholders.
- Support demand management and change-request discussions related to Payroll/HCM scope.
- 12+ years of overall experience, hands-on with Oracle Payroll Cloud implementation and configuration.
- 3-4 full life-cycle Oracle Cloud Payroll implementations (Discovery through Hypercare), ideally including at least one EBS/legacy-to-Fusion-Cloud migration.
- Strong functional expertise across Payroll Cloud: payroll relationships, elements & element entries, balances, fast formulas, costing, payments/pay methods, absence-payroll integration and payroll reporting.
- Experience with UAE/GCC payroll regulatory requirements, including pension contributions and WPS processing; telecom-sector payroll experience is a strong plus.
- Working knowledge of HCM Cloud modules that interact with Payroll - Absence Management, Time & Labor (OTL), Incentive Compensation (ICP) and Global HR.
- Prior experience leading payroll parallel run/reconciliation exercises and defining gross-to-net validation criteria.
- A track record of managing an onsite/offshore delivery model, including team leadership, task planning and status reporting to senior stakeholders.
- Excellent client-facing communication and workshop facilitation skills, with the confidence to operate independently at a client site.
- Familiarity with Oracle data conversion approaches (e.g., HDL, FBDI) and test management for payroll cloud programmes.
- Oracle Cloud HCM/Payroll certification(s).
- Prior experience on telecom or large-enterprise transformation programmes in the UAE/GCC region.
- Exposure to Oracle Fusion Data Intelligence (FDI) payroll analytics/dashboards and AI-enabled HR agents.
- Experience with Oracle testing/reconciliation accelerators or equivalent payroll parallel-testing tools.
