This position will interface with key stakeholders and apply technical proficiency across different stages of the Software Development Life Cycle, including Requirements Elicitation, Application Architecture definition, and Design; play an important role in creating the high-level design artifacts; deliver high-quality code deliverables for a module, lead validation for all types of testing and support activities related to implementation, transition, and warranty.   • Candidate must be located within commuting distance in Toronto, ON or to be willing to relocate to the area.
  • Bachelor's degree in computer science, computer system Engineering, software engineering and business administration/CA/MBA or foreign equivalent required from an accredited institution. Will also consider three years of progressive, relevant work experience in lieu of every year of education.
  • At least 7 years of Senior Account Executive federal government experience.

Key Responsibilities:
  • Lead and deliver healthcare IT solution components, covering functional design and collaborating with technical architects to translate functional requirements into technical designs.
  • Act as a client-facing consultant: facilitate workshops, gather and document requirements, prepare functional specifications, and present solutions to stakeholders.
  • Ensure compliance with Canadian healthcare standards (e.g., Infoway, PHIPA, CIHI) and provincial integration frameworks.
  • Support integration and interoperability initiatives leveraging HL7 v2 (ADT, LAB, RAD etc), FHIR, CCD, and related standards.
  • Collaborate with clinical teams, business stakeholders, and technical teams to ensure solution alignment with business and clinical objectives.
  • Assist in pre-sales activities, including RFP/RFI responses and proposal development.
  • Coordinate with onshore and offshore delivery teams to ensure timely, high-quality project execution.
  • Perform data analysis and validation: write SQL queries, analyze datasets, and create visualizations using tools like Power BI or Tableau.
  • Work on innovative healthcare solutions, continuously learn emerging healthcare technologies, and support overall project delivery.
Position Description (scope of work or brief narrative):
  • Relevant work experience in healthcare IT consulting or solution delivery.
  • At least 2+ years of experience in healthcare information exchange technologies and interoperability projects.
  • Proven ability to manage healthcare IT projects and deliver end-to-end solutions.
  • Strong understanding of healthcare standards (FHIR, HL7 v2.x, CCD, PHIPA, CIHI).
  • Hands-on experience in health data mapping, transformation, and integration.
  • Familiarity with terminology standards (ICD, LOINC, SNOMED CT) and their application in healthcare systems.
  • Ability to design functional specifications, lead client workshops, and translate business needs into business, functional and non-functional requirements.
  • Solid techno-functional expertise in healthcare IT, ensuring accurate translation from functional design to technical implementation (in collaboration with technology architects).
  • Strong data analysis skills, including SQL proficiency and ability to create dashboards/visualizations using Power BI, Tableau, or similar tools.
  • Fundamental understanding of health information exchange platforms (e.g., Rhapsody, Mirth Connect, NextGen Connect).
  • Knowledge of provincial health IT ecosystems, including registries (Client, Provider, etc), repositories (drug, lab data, immunization etc) and integration patterns.
  • Familiarity with EHR/HIS systems (Epic, Cerner, Allscripts, MEDITECH).
  • Excellent verbal and written communication skills for client-facing roles.
  • Strong business analysis and problem-solving capabilities.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint) for documentation and presentations.
  • Experience in proposal writing and supporting business development efforts.
  • Willingness to travel up to 20% within Canada and USA.
  • Prior experience working with provincial or federal health IT programs or through a consulting firm. Prior consulting background is preferred.
  • Knowledge of Canadian privacy regulations (PHIPA, PIPEDA) and Infoway standards.
  • Certifications such as HL7, FHIR, Terminology, or related HIT credentials.
  • Strong SQL and data visualization expertise (Power BI, Tableau).
