Site SAT Manager

Basic Function: The Site Manager is the on-site authority responsible for the day-to-day execution, coordination, and control of all Site Acceptance Testing (SAT) and commissioning activities on a long-term project site.

This role has full operational responsibility on site, including management of zones, Zone Leaders, internal field teams, subcontractors, and vendors, ensuring that all activities are executed safely, efficiently, and in full compliance with project scope, schedule, quality, and customer requirements.

The Site SAT Manager acts as the primary on-site interface between the project team, the customer, the FAT & SAT Manager, and all site stakeholders.

Key responsibilities include, but are not limited to, the following:

On-Site Leadership & Authority

  • Act as the single point of operational authority on site for SAT and commissioning activities.
  • Lead, coordinate, and supervise Zone Leaders, field engineers, technicians, subcontractors, and vendors.
  • Define and manage site zones, work scopes, and interfaces between disciplines.
  • Enforce clear roles, responsibilities, and reporting lines for all on-site personnel.
  • Escalate major risks, constraints, and deviations to the FAT & SAT Manager and Project Management.

Site Planning & Execution Control

  • Translate the overall FAT/SAT strategy into daily and weekly on-site execution plans.
  • Coordinate work sequencing across zones to avoid conflicts, rework, or unsafe conditions.
  • Monitor progress against schedule and milestones; take corrective actions when deviations occur.
  • Validate site readiness before SAT execution (access, permits, energization windows, isolation plans).
  • Coordinate mobilization and demobilization of site resources and equipment.

Civil Works Management

  • Oversee all civil construction activities supporting the installation of substation equipment, including foundations, trenches, grounding grids, duct banks, and structural platforms.
  • Coordinate civil subcontractors, ensuring work complies with IFC drawings, technical specifications, and local construction codes.
  • Validate civil completion milestones before allowing installation of electrical or automation equipment.

E-House Installation

  • Supervise the full installation lifecycle of E-Houses, including pad/foundation inspection, lifting operations, alignment, anchoring, and mechanical/electrical interconnections.
  • Coordinate heavy-lift activities, rigging plans, and safety controls with subcontractors and vendors.
  • Ensure proper integration with HVAC, fire protection, DC systems, cable entry points, and internal automation panels.

DC System Installation

  • Manage installation and pre-commissioning of DC auxiliary systems, including battery banks, chargers, and DC distribution panels.
  • Validate wiring, polarity checks, torque requirements, insulation tests, and configuration of chargers and monitoring systems.
  • Ensure compliance with IEC standards, customer specifications, and redundancy requirements.

SAT Execution & Technical Oversight

  • Oversee execution of SAT and commissioning activities for:
    • Protection & Control systems
    • SCADA / MicroSCADA systems
    • Automation and integration testing
  • Ensure testing is performed according to approved procedures, checklists, and customer specifications.
  • Coordinate troubleshooting, root-cause analysis, corrective actions, and re-testing.
  • Validate punch-list management and ensure closure prior to system handover.

Health, Safety & Site Compliance (HSE Authority)

  • Act as the site HSE authority for SAT and commissioning activities.
  • Enforce Hitachi Energy HSE policies, life-saving rules, and site-specific safety requirements.
  • Lead daily toolbox talks, site briefings, and job hazard analyses.
  • Stop work when unsafe conditions or behaviors are identified.
  • Ensure strict control of energized work, permits, LOTO, and access to restricted areas.

Stakeholder & Customer Interface (On-Site)

  • Serve as the primary on-site contact for the customer during SAT and commissioning phases.
  • Coordinate witness testing, daily coordination meetings, and site progress reviews.
  • Communicate site constraints, risks, and mitigation actions clearly and proactively.
  • Support customer confidence through professional site leadership and issue resolution.

Documentation, Reporting & Close-Out

  • Ensure accurate and timely completion of:
    • SAT reports
    • Commissioning records
    • Punch-lists and NCRs
    • As-built documentation
  • Provide daily and weekly coordination summaries to the FAT & SAT Manager and Project Manager.
  • Support site demobilization and final system handover.

Coordination with FAT & SAT Manager

  • Execute SAT activities in alignment with the global strategy, standards, and governance defined by the FAT & SAT Manager.
  • Provide feedback from site execution to improve testing methods, procedures, and future projects.
  • Support lessons-learned capture and continuous improvement initiatives.

Qualifications:

  • Bachelor's degree in Electrical Engineering or related field.
  • 10+ years of experience in substation commissioning, SAT, installation and complex site execution.
  • Proven experience in long-term site leadership roles with multi-disciplinary teams.
  • Strong background in:
    • Protection & Control
    • SCADA / MicroSCADA
    • IEC 61850-based systems
    • Civil works and installation oversight (E-Houses, DC systems, foundations)
  • Demonstrated authority in HSE leadership and site control.
  • Excellent organizational, leadership, and conflict-resolution skills.
  • Ability to work full-time, long-term on site for the duration of the project.
