Site HSE Manager

Site based role at Cherbourg (5 days per week on site)

The HVDC Product Group at Hitachi Energy is seeking an experienced Site HSE Manager to strengthen the project team at an HVDC project site.

As the Site HSE Manager, you will be responsible for all aspects of Health, Safety, and Environment in accordance with regulatory, company, and client requirements. In this role, you will advise, coach, and support the project team to ensure the safe execution of large-scale HVDC projects.

The Site HSE Manager will report directly to the Site Manager and functionally to the Global HSE Manager for HVDC Sites. This is a site-based role, Monday to Friday, with occasional weekend work.

How you'll make an impact:

• Support the project team in the preparation, setup, and continuous improvement of the project Health, Safety, and Environmental (HSE) system (e.g., Site HSE Plan, Emergency Preparedness & Response Plan, Construction Traffic Management Plan).
• Participate in, review, and assist with the development of safety documentation, including Risk Assessments, Method Statements, Permit to Work, and PPSPS reviews.
• Act as the HSE focal point for the site, project, and management, and coordinate with all frontline managers on HSE matters.
• Ensure that leading and lagging indicators are collected and reported to support KPI reporting.
• Collaborate with stakeholders by establishing and maintaining close contact with Client and Subcontractor HSE representatives.
• Participate in the coordination of site activities to identify potentially hazardous Simultaneous Operations (SIMOPS) and ensure activities are planned and executed according to the approved Safe System of Work.
• Plan and deliver HSE campaigns, including Toolbox Talks (TBT), briefings, demonstrations, and drills.
• Provide guidance and advice on HSE matters to on-site personnel.
• Lead site incident investigations to identify root causes and corrective/preventive actions, ensuring all information is properly documented in the Company Incident Management System.
• Collect safety observations on site, analyze trends from incident and hazard data, and propose effective risk-reduction measures.
• Maintain a visible on-site presence by conducting regular focused inspections and engaging in safety conversations with personnel.
• Contribute actively to the HSE team by promoting Hitachi Energy HSE processes and engaging positively with site personnel.

• Recognized qualification in HSE (e.g., NEBOSH or equivalent); Level 6 preferred.
• Extensive experience in a similar HSE role within projects of comparable size and complexity or other proven relevant experience.
• Fluent in English and French (spoken and written).
• Strong understanding of ISO 45001; Internal Auditor certification is an advantage.
• Formal training in Incident Investigation.
• Additional qualifications in areas such as environment, fire protection, or emergency response are desirable.
• Additional in-depth knowledge in areas such as scaffolding, confined spaces, lifting operations, hazardous substances, or electrical hazards is desirable.

• Soutenir l'équipe projet dans la préparation, la mise en place et l'amélioration du système de management Santé, Sécurité et Environnement (plan de management HSE, plan de préparation et d'intervention en cas d'urgence, plan de gestion du trafic de chantier, etc.).
• Participer à l'élaboration, à l'examen et à la mise à jour de la documentation sécurité, notamment les évaluations des risques, modes opératoires, permis de travail et revues PPSPS.
• Agir comme point de contact HSE pour le site, le projet et la direction, et coordonner avec l'ensemble des responsables toutes les questions liées au HSE.
• Veiller à la collecte et à la communication des indicateurs HSE (KPI) afin de permettre la génération de rapports de performance fiables.
• Collaborer avec l'ensemble des parties prenantes, en établissant et en maintenant un contact étroit avec les représentants HSE du client et des sous-traitants.
• Participer à la coordination des activités du chantier afin d'identifier les opérations simultanées potentiellement dangereuses et veiller à ce que les activités soient planifiées et exécutées conformément au système HSE en place.
• Planifier et animer les actions HSE, telles que les réunions de coordination, les Toolbox Talks (TBT), les briefings de poste, les démonstrations et les exercices d'urgence.
• Fournir conseils et recommandations HSE au personnel présent sur site.
• Mener les enquêtes d'incidents sur site, identifier les causes racines et définir les actions préventives et correctives, tout en garantissant le bon enregistrement de l'ensemble des informations dans le système de gestion des incidents de l'entreprise.
• Recueillir et suivre les observations sécurité sur le terrain afin d'identifier les tendances et de proposer des mesures adaptées de réduction des risques.
• Assurer une présence régulière sur site, réaliser des inspections ciblées et engager des échanges HSE avec le personnel.
• Être un membre actif de l'équipe HSE, promouvoir les processus HSE d'Hitachi Energy et maintenir un dialogue constructif avec le personnel du site.
• Être l'ambassadeur du programme de sécurité "We Care" de Hitachi Energy en apportant soutien et accompagnement au personnel sur site.
• Connaître et appliquer les normes, lignes directrices et procédures environnementales de l'entreprise.
• Vérifier et faire respecter les mesures de protection de l'environnement spécifiques au site (gestion des déchets, protection de la faune, manipulation de substances dangereuses pour l'environnement, rejets dans l'environnement, etc.).

• Qualification reconnue en HSE (par exemple, NEBOSH ou équivalent) - niveau 6 préféré.
• Vaste expérience dans un poste similaire en HSE dans le cadre de projets de taille/complexité similaire ou autre capacité similaire avérée : Génie civil, installation d'équipement et mise en service
• Maîtrise parfaite de l'anglais et du français (à l'oral et à l'écrit).
• Connaissance de la norme ISO 45001 (une certification de formation d'auditeur interne ISO 45001 serait un atout).
• Formation en matière d'enquête sur les incidents.
• Connaissances et compétences approfondies en matière d'échafaudages, d'espaces confinés, d'opérations de levage, de substances dangereuses et risque électrique
