Job Description Summary

The Tender Engineering Manager is responsible for the overall technical coordination and management during the tendering phase of large or complex project. These projects may involve EHV/ HV AIS & GIS Substation, FACTS & Data Center projects and require collaboration with multiple stakeholders worldwide. The Technical Engineering Manager serves as the primary contact for the Customer and is accountable for working with the tender team to develop of the best technical solutions.
The Tender Engineering Manager is responsible for ensuring the technical tender design meets deadlines and quality standards. The Technical Engineering Manager will coordinate and manage the global schedule of tender engineering activities, ensure the implementation of Engineering Processes, and oversee technical coordination across the various work packages of large or complex projects. Additionally, the Tender Engineering Manager ensures that optimal technical solutions are selected (safe, reliable, cost-effective, easy to install, and operate) in line with customer expectations, while delivering the necessary documentation according to the tender general time schedule
The role also includes estimating the project engineering budget and developing the project execution Engineering design strategy in collaboration with the Regional Technical Tendering Leader, the Regional Engineering Leader, and with support from Project Engineering Managers from the execution phase (Order to Remittance - OTR), Functional Engineering Leaders (such as Control, Platform, Layout/Design leaders), and experienced Project Engineers who have led similar projects during the execution stage to leverage their return on experience.
The candidate will work with GSI Global Engineering Centre (GSI GEC) to coordinate with the GSI Regions / Business Lines / as per Project requirement.

Job Description

Specific Role Requirements: -

  • HV (Primary) designs for 132 kV and above GIS/AIS Substation Engineering for Grid Interconnected Renewable Energy Projects, FACTS & Data Center projects.
  • Preparation of basic Single Line Diagram, Layout Plan & Section of Overall plant, Equipment control room building, Earthing Layout, DSLP Layout, Trench Layout etc
  • Earthing design, Lightning design, Cable Sizing, Illumination system design, Sag Tension calculation, Short Circuit Force and Bus- bar Sizing as per IEEE/IEC.
  • Evaluation of vendor Drawings, GTP, Calculation & Technical Specs
  • LV/MV Engineering for the collector substation, unit substation & pooling station
  • Lead the overall technical coordination during the tendering phase, ensuring compliance with deadlines and quality standards.
  • Define the scope of work, consolidate technical tender deliverables, and manage the global schedule of engineering activities.
  • Ensure implementation of Engineering Processes, oversee work package integration, and facilitate technical reviews, validations, and design freezes.
  • Consolidate, define with technical leaders, the project Engineering budget for project execution in terms of man-hour providing a detailed breakdown by role.
  • Collaborate with technical leaders to define the tender Engineering and the Project Engineering Strategy, identify risks, and create mitigation plans.
  • Serve as the main technical liaison with the customer, organizing technical queries and ensuring consistent communication.
  • Prepare/validate engineering documents and the Bill of Quantities (BoQ) to ensure accuracy and consistency.
  • Promote the use of engineering tools and processes to enhance efficiency and ensure compliance with EHS requirements.
  • Drive knowledge-sharing and lessons learned from past projects to improve technical solutions and tender preparation.
  • Ensure compliance with relevant engineering standards and obtain necessary Professional Engineering Licenses (PE) where required.
  • Flexible and quick to learn global developments in renewable technologies and adopt.
  • Knowhow of IEEE / IEC codes, safety in design/EHS aspects, AC substation industry engineering practices.
  • Team handling & development.

Specialized Competency (Optional)

  • Specialized tools like CANECO, ETAP, Dialux, CDGES or equivalent tools
  • HVDC integrated project applications.
  • Working experience with 3D Design Tools.

Qualifications / Requirements

  • Bachelor's degree in electrical engineering or related field, from an accredited college or university with minimum of 15+ years of experience in EHV/ HV AIS & GIS Substation design.
  • Good understanding of power system components (transformers, switchgear, protection systems) and renewable energy integration.
  • Proven experience in project technical management
  • Proficiency in some engineering disciplines such as: Civil work, layout, and Integration design, control & protection hardware, System & performance studies, or Electrical design)
  • Strong interpersonal and communication skills, with the ability to build relationships, influence others, and clearly present complex messages.
  • Knowledge of project execution risks and financial processes
  • Ability and willingness to travel worldwide up to 20% or more of the time (Global)
  • Demonstrated ability to lead and deliver results in dynamic environments, with flexibility to adjust to evolving project demands and priorities
  • Strong problem-solving capabilities, innovative thinking, and a results-oriented mindset.
  • Demonstrates ownership, accountability, judgment, decision making, and the ability to inspire and lead teams with a clear vision and passion for the role.

Project management

  • Define the scope of work and manage the time schedule.
  • Consolidate, manage, and monitor the technical tender deliverables list and associated submission dates. Accountable for the overall schedule of tender engineering activities.
  • Issue the Engineering DOR (Division of Work) detailing the division of engineering scope among all involved project parties.
  • Lead and coordinate all GE Vernova technical teams involved in the tendering process, ensuring that technical disciplines are well-coordinated, especially concerning interfaces and synchronization.
  • Support Engineering Discipline Leaders in anticipating and resolving engineering delivery issues.
  • Lead and facilitate technical coordination sessions.

Budget and Resources

  • Consolidate, define the project Engineering budget for project execution in terms of man-hours, providing a detailed breakdown by role.

Tender strategy & risk management

  • Define the tender technical strategy and ensure its adherence by all GE Vernova technical tendering teams.
  • Consolidate the project technical risks & opportunities and develop corresponding mitigation/ action plans.
  • initiating the design freeze process at tender stage, ensuring validation through design gate review, tender technical Validation meeting and technical risks assessment for the tender phase.
  • Collaborate with the Regional Technical Tendering Leader, the Regional Engineering Leader, and leverage the expertise of a Project Engineering Director experienced in executing similar projects, benefiting from their return on experience to develop the Project execution Engineering Design Strategy
  • Participate to project strategy elaboration with the capture Team and the Project Manager.

Customer relationship

  • Ensure adherence to the customer technical requirements.
  • Develop a detailed clause by clause analysis.
  • Consolidate technical queries to customer.
  • Ensure that answers to customer queries are consistent and check cross impact of comments.
  • Manage customer technical meetings.

Document & configuration management.

  • Work with the Proposal Manager to organize and manage technical documents, including deliverables list, Questions and Responses, follow-up, and the consolidation of the technical offer.
  • Validate and ensure consistency of the engineering documents before their final release to customer and to other functions.
  • Coordinate the deviation and assumption register to effectively track and manage all identified or potential deviations.

Tendering design Expediting

  • Accountable for the on-time delivery of tender engineering deliverables.
  • Check that the design meets contractual requirements and pursue global cost optimization.
  • Approve the transmittal of documents to the customer.
  • Review and validate the Bill of Quantities (BoQ), and ensure they are communicated to relevant functions (such as sourcing, logistics, construction).

Process & Tools

  • Ensure deployment of engineering and technical tendering tools (CAD, costing tools, MTA ITOC, etc.)
  • Organize and manage design reviews, gate reviews and technical validation meetings.

Return of Experience & Knowledge Capitalization

  • Ensure that lessons learned from completed and ongoing projects are incorporated into technical solutions and BOQ reparation.
  • Leading the gap analysis with the reference solutions
  • Review the tender design by referencing past project designs stored in the Document Management System and verify the current tender Bill of Quantities (BOQ) by comparing it with past BOQs stored on the MTA platform GTT (Grid Technical Tracker)
  • Participate in return of experience meetings organized by project teams, reviewing Return on Experience reports.
  • Consult project teams.

Quality

  • Comply with Quality Procedures, work instructions and Engineering processes.
  • Resolve or report non-conformances promptly.

Environment, Health, Safety and Sustainability

  • Implement design freeze and EHS&S in design as per Engineering Process.
  • Demonstrate EHS&S leadership.
  • Integrate sustainability and environmental considerations into the tender design, ensuring compliance with environmental regulations and company sustainability objectives.
  • Actively contributes to identifying corrective actions for unsafe practices or uncontrolled risk.

People management

  • Lead and manage engineering teams, and more specifically ensure performance standards, annual objectives, policies and procedures are met and to give coherent objectives across all engineering categories
  • Organize and animate engineering community with regular communication
  • Ensure the teams have the right level of know-how and competency to perform their responsibilities through coaching and development
  • Regularly manage and review performance of lead team according to GE practices.

  • On-Time Delivery of the engineering outputs.
  • Customer satisfaction with the technical offer.
  • Satisfaction of other functions with the engineering inputs provided for costing.
  • Formalized and followed Design review & Gate review plans.
  • Execution Design strategy defined and agreed with Regional Engineering Operation manager.
