Job Description Summary

The Site Technical Officer serves as the technical representative at the site and acts as the primary link between the site and the engineering team. The STO is responsible for addressing all technical issues related to site execution, ensuring that any problems are resolved promptly and effectively.
The STO ensures seamless interface management across all areas between Construction activities-both Erection and Commissioning and Engineering.
In general, the STO adheres to the Plant Business Management System (MEGA), Plant Business Manuals (PBM), Project Engineering File (PEF), Project Management File (PMF), and Site Management File (SMF), and applies all mandated tools and processes.

Roles and Responsibilities

  • Clarification of scope of Erection and Commissioning activities to execution team including M&E contractor with respect to contract.
  • Expedite the release of erection & commissioning documentation with co-ordination with engineering team as per the site execution schedule.
  • Distribution of erection & commissioning documentation to site execution team including M&E contractor.
  • Expedite the availability of material at site in advance by co-ordination with equipment vendors, engineering team & the procurement / supply chain.
  • Analysis of erection & commissioning documentation for construction activities: identify specific requirements, possible deviations and risks.
  • Provide technical resolution to all technical queries related to erection / commissioning / material discrepancies to the site execution team / M&E erection contractor with coordination with engineering team & equipment vendor and also other function if required.
  • Providing technical clarification / resolution to the Customer queries
  • Issue of material local material purchase request, providing technical approval to the local purchase order for any shortfall of material / discrepancies / damage material replacement. Also deciding the back charge agency with proper investigation.
  • Co-ordinate with construction department regarding the various Construction Packages
  • Issue of additional work request to the M&E erection contractor.
  • Issue of field design change request as per the approved procedure (SMF file) whenever required.
  • Issue of red correx documentation as & when required by providing required sufficient quality missing information on the engineering documents like PID's, GA, EA, DD, Isometric drawing, O&M manuals etc. to support site inspection during execution.
  • Support site quality team by providing technical resolution to NCR (internal & external) with coordination with engineering team & vendor in minimum time.
  • Support site quality team by providing technical resolution to punch point if required. Responsibility of punch point closure lie with site quality manager.
  • Keep control on site technical documentation controller for site technical daily work record i.e. meeting summary and actions, occurrences, problems, and a list of open items i.e. T.Q, NCR, FDC, work request, material purchase request, punch point, material damage report.
  • Work off the open item list & provide the technical clarification ASAP..
  • Provide regular BOQ inputs to construction department based on site progress for final as built BOQ
  • Participation in Site daily & weekly meeting.
  • Analyze client comments and elaborate comprehensive answers
  • Represent the assigned scope at meetings with the customer if required.
  • Provide user training and support for the Master/Material Tracking Application (MTA)
  • Provide training and support to site execution team including M&E contractor for understanding of use & structure of erection & commissioning documentation.
  • Support in claim negotiations and preparation of relevant documentation and facts
  • Update & also instruct site execution team to update return of experience logsheet

Required Qualifications

  • Bachelor or Master degree in Mechanical or Electrical Engineering
  • Minimum 4-7 years' experience in Power Plant of capacity 500 MW or above

  • Strong oral and written communication skills. Demonstrated ability to analyze and resolve problems. Ability to document, plan, market, and execute programs. Established project management skills.
