Job Description Summary

As part of the construction department, the M&E estimator & contracting specialist is responsible for the preparation of estimates for the construction site setup and electromechanical works in HV substation projects during the tender phase.
The role is responsible for the technical and organizational aspect of RFQs with the potential site subcontractors.
Within the tender team, the role analyses customer specification on general site and installation topics, checks data received from engineering for coherence on installation aspects, and estimates the means required for the site setup & M&E works to achieve Safety, Quality, Cost & Delay targets defined by the tender leader.
Reports to the GSI Construction lead and participate to the function's objectives.

Job Description

Responsibilities

During Tendering / ITO (Inquiry to Order):

  • Prepare detailed schedules and contribute to their integration into the overall project schedule.
  • Prepare tender documents, including the technical and organizational scope of Requests for Quotation (RFQs) for subcontracted works.
  • Lead technical and organizational discussions with selected subcontractors.
  • Actively participate in tendering activities and cross functional teams (planning, HAZID, etc.).
  • Participate in meetings with customers within the assigned scope of responsibility.
  • Ensure effective handover from ITO to OTR (Order to Remittance) within the assigned scope.
  • Contribute to the management of the M&E supplier panel, including qualification processes and site visits.

During Execution / OTR:

  • Prepare the technical and organizational scope of RFQs for subcontracted works, upon request of site managers.
  • Lead interactions with selected subcontractors during the execution phase.

Health, Safety & Environment (HSE):

  • Participate in Hazard Identification (HAZID) meetings.
  • Review EHS behavior and organizational aspects during site visits to potential subcontractors.
  • Actively contribute to defining and implementing EHS improvement actions within the scope of activities.

Quality:

  • Comply with all applicable quality procedures, work instructions, and processes.
  • Initiate and participate in continuous improvement actions related to construction processes, tools, and documentation.

Qualifications:

  • Degree or equivalent qualification in Electrical Engineering, Mechanical Engineering or relevant areas or other equivalent qualifications, with of relevant professional experience.
  • Proven experience working on the construction of High Voltage (HV) substations
  • Strong understanding of electrical engineering documentation, including layouts, Single Line Diagrams (SLDs), cable and termination schedules, and Bills of Quantities (BoQs)
  • Hands-on experience with the application of CDM (Construction Design and Management) regulations.
  • Appropriate health and safety training, qualifications, and practical experience
  • Good knowledge of applicable UK standards and specifications related to electrical works, as well as industry best practices in the construction of HV substations
  • Experience with offshore platform I&I (Instrumentation & Installation) works is considered a plus.
  • Willingness to travel to subcontractors and project sites across the Northern Europe region.
  • Ability to integrate effectively within GE's wider, cross-functional teams
  • Strong English communication skills, with the ability to report accurately and concisely, both verbally and in writing.
  • Solid IT proficiency, including experience with information systems, databases, and standard office software packages.
