Job Description Summary

The Safety Engineer, acting as the go-to-expert for Safety by Design within the project, is responsible for guiding and overseeing the delivery of the Offshore Converter Platform and Onshore Converter Station. The role ensures that all systems falling within the Safety Engineering discipline align with relevant GE requirements and contractual obligations, as well as meeting consortium and customer expectations, legal compliance, and advanced Safety by Design principles that integrate effectively with RAM (Reliability, Availability, and Maintainability).

The Safety Engineer works collaboratively with a team of technical specialists and HSE disciplines, maintaining a strong engineering focus. Their objective is to fortify the design, enhance system reliability, and mitigate risks throughout all phases of the project - from the basic design phase to fabrication readiness and final handover. The Engineer has a natural interest in reliability and safety engineering and ensures that his/her assignment connects with cross disciplines to avoid silo thinking.

The scope of responsibilities includes the evaluation of all safety-related documentation produced by the engineering teams and consortium (e.g., EERA, FERA, safety plans, escape route layouts, safety signage, hazardous area classification, etc.), as well as the review of all safety-critical systems (e.g., fire detection and suppression systems, lifeboats). In addition, the role includes oversight of RAMS-related activities and studies (e.g., HAZID, HAZOP, BowTie analyses, FMECA).

To ensure high standards, design decisions are formally documented and reinforced through training, technical discussions, and other supporting activities. The Safety Engineer also works closely with the customer, consortium partners, and assigned engineers to develop and implement initiatives that ensure legal compliance and meet regulatory expectations in the country of operation.

A key part of the role is to inspire and lead project stakeholders and consortium members to prioritise Safety by Design, ensuring that the 2GW platforms are constructed and commissioned to the highest safety standards, enabling safe and reliable operation for the next 40 years.

The Safety Engineer reports directly to into the 2GW Centre of Excellence, ensuring that Safety by Design measures are embedded and consistently upheld throughout the project lifecycle.

Responsibilities:

Consortium Engagement & Delivery Coordination
Collaborate closely with consortium partners to plan, integrate, and successfully complete the design and execution phases, with a particular focus on safety, contractual compliance, scheduling, and quality within your scope. Work under the direction of the RAMS Manager in the project, ensuring alignment with departmental expectations of the 2GW Centre of Excellence.

Safety by Design Programme Development
Develop and implement a comprehensive Safety by Design programme that is logically integrated into the broader RAMS (Reliability, Availability, Maintainability, and Safety) Project Management Plan, ensuring that safety is embedded in the design from the outset.

Legal Compliance & Register Management
Establish and maintain a project-specific legal register in collaboration with the Consenting Engineer, ensuring legal compliance is proactively addressed through implied design safety principles.

Facilitation Across Non-Safety Disciplines
Support and enable non-safety experts across the organisation in implementing and following up on Safety by Design measures.

Stakeholder Alignment
Engage with the Engineer, Developer, or Transmission System Operator (TSO) to understand and incorporate RAMS-related expectations, ensuring the implementation of effective and compliant Safety by Design solutions.

Participation in Technical Studies
Participate in HAZOPs, FMECAs, BowTie analyses, HAZIDs, and other workshops focused on safety engineering. Ensure design decision logs are established, documented, and followed through.

Design & Document Review
Manage the document review cycle for safety-relevant disciplines. Review critical technical documents, including design briefs, decision logs, and workshop outcomes.

Vendor Package Oversight
Follow up on the manufacturing and testing of vendor packages related to safety by design (e.g., fire protection systems, sump systems, material handling systems) to ensure specification and compliance.

Standardisation of Tools & Techniques
Ensure the consistent application of safety engineering tools, methodologies, and best practices throughout the project and across disciplines. Support the 2GW Centre of Excellence to develop these.

Specialist Safety Studies
Participate in Fire and Explosion Analyses, Fire Protection Design assessments, and Escape, Evacuation, and Rescue Analyses as part of the safety review process.

Construction & Commissioning Support
Monitor site activities, including installation, mechanical completion, and onshore/offshore (pre-)commissioning, ensuring safety-critical systems are installed and tested according to specification.

Certification Liaison
Collaborate with the certifying authority to obtain approvals for safety-critical packages, ensuring that Safety by Design standards are met and maintained throughout certification processes.

Change Management
Review and support the Management of Change (MoC) process, ensuring that all design changes are evaluated and approved from a safety engineering standpoint.

Systems Engineering Integration
Apply systems engineering principles to ensure comprehensive Safety by Design coverage across all Converter Station and Landstation systems.

Support Safety & Systems Engineering Implementation
Provide hands-on support for the effective implementation of both Safety by Design and systems engineering across all relevant packages.

Design Standards Compliance
Ensure rigorous adherence to the 2GW standard design requirements and verify correct implementation as per technical specifications and project expectations.

Qualifications:

  • Bachelor's degree in engineering or a related field, with a strong emphasis on numerical analysis; a postgraduate degree is preferred.
  • Minimum of 7 years of relevant experience in engineering and construction, particularly focused on offshore platform fabrication. Extensive on-site experience is advantageous.
  • At least 7 years of experience specifically in platform fabrication design and construction within the renewables or offshore energy sector.
  • Proven track record of successfully leading complex RAM and safety-by-design programmes, preferably within the HVDC offshore renewables sector.
  • NEBOSH Diploma equivalent education mandatory. Alternatively, German SiFa.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Strong leadership capabilities, with the capacity to inspire and motivate cross-functional teams.
  • Demonstrated ability to manage multiple projects simultaneously while maintaining high standards of quality and safety.
