Job Description Summary

The Poland Licensing Manager, Regulatory Affairs, will lead a team responsible for the execution of various regulatory work scopes in Poland and work closely with GVH/GNF Engineering and Regulatory Affairs teams on major projects.

The successful candidate will be responsible for developing and executing regulatory licensing strategies, coordinating technical licensing deliverables, and serving as a key interface with regulatory authorities, customers, and internal engineering and project teams.

In this role, you will be accountable for licensing activities in Poland, coordinate regulatory deliverables, support customer and regulatory body interactions, and ensure alignment across engineering, project, and licensing teams. You will be expected to drive execution, maintain high-quality licensing documentation, and support the strategic development of licensing capabilities in Poland.

Job Description

Key Responsibilities:

  • Lead a team of technical leaders and licensing engineers by providing direction and oversight.
  • Mentor and support the development of a team of technical leaders and licensing engineers.
  • Accountable for meeting Key Performance Indicators for the Polish licensing team, including voucher rates, training, timely completion of corrective actions, and execution of human resource actions.
  • Align with internal and external stakeholders to progress project objectives.
  • Coordinate and prepare input to new reactor licensing application submittals to the PAA.
  • Coordinate and prepare licensing reports, including responses to customer and PAA questions.
  • Interface with customers, regulatory personnel, and industry working groups on regulatory issues, and secure applicable permissions and approvals related to work scopes.
  • Ensure licensing activities are aligned with project schedules, design progression, and regulatory expectations.
  • Collaborate closely with engineering, safety analysis, project management, and legal/compliance teams.
  • Support development and implementation of licensing processes, procedures, and best practices.
  • Identify licensing risks, drive resolution of technical issues, and proactively communicate project status.
  • Drive continuous improvement in licensing quality, consistency, and execution efficie.

Required Qualifications:

  • Bachelor's Degree in Engineering, Nuclear Engineering, Mechanical Engineering, Electrical Engineering, or a related technical discipline from an accredited university.
  • Demonstrated experience in nuclear licensing, regulatory affairs, engineering, or energy project execution.
  • Experience performing or providing input to nuclear safety evaluations, including ensuring compliance with regulatory requirements for nuclear regulatory documents.
  • Experience supporting licensing submittals to the Polish nuclear regulator.
  • Proven ability to lead complex projects and provide regulatory guidance and direction to contributing functions (e.g., Engineering).
  • Strong understanding of nuclear regulatory frameworks and licensing processes.
  • Experience coordinating multidisciplinary technical teams and complex deliverables.
  • Excellent communication and stakeholder management skills.
  • Strong organizational and project management capabilities.
  • Ability to work effectively in an international and matrix organization.
  • Fluent in English and Polish.

Preferred Qualifications:

  • Working knowledge of BWR systems, fuel, or operations, with specific experience in Advanced Boiling Water Reactor (ABWR) or Economically Simplified Boiling Water Reactor (ESBWR) engineering or licensing preferred.
  • Experience and demonstrated effectiveness in working and communicating with PAA regulatory personnel.
  • Experience working with Polish, Canadian, and U.S. industry groups on nuclear licensing matters.
  • International licensing experience, with specific expertise in new nuclear power plant licensing in Poland preferred.
  • Excellent technical writing skills with the ability to create technical reports suitable for a wide range of audiences.
  • Effective interpersonal and facilitation skills.
  • Process skills related to coordinating and documenting complex technical documents.
  • Externally focused: takes action to enhance the reputation of the company and represents the company well at all opportunities.
  • Clear thinker: communicates messages clearly and concisely, with the ability to make decisions with speed and accuracy based on the best available information and to sift through complex information while focusing on critical priorities.

Additional Requirements:

  • Legal authorization to work in Poland or willingness to relocate to Poland (relocation assistance available).
  • Must be a citizen of Poland or another country authorized under the U.S. Department of Energy Part 810 Regulations.
  • Must comply with U.S. export control laws (10 CFR Part 810, 15 CFR Parts 730-774) and applicable Polish import and export regulations.
