GEAT General Manager
Job Description Summary
GE Vernova and Sonelgaz (Société Algérienne de l'Électricité et du Gaz) established a strategic joint venture in 2014: GE Vernova Algeria Turbines (GEAT).
GEAT performs:
• Local assembly of 9F combined-cycle gas turbine equipment
• Repair activities on 9F components and aeroderivatives
• Assembly and testing of grid equipment including CCN & Telecom systems, switchgear, and disconnectors
The General Manager is the full P&L leader of an autonomous legal entity joint venture, accountable for both governance and end-to-end operations.
Job Description
KEY RESPONSIBILITIES
Joint Venture Governance
- Ensure full understanding and application of all governing agreements, including:
- Shareholders' Agreement and Bylaws
- Business Plans (Gas Power & Electrification)
- Technology Transfer and License Agreements
- Prepare and lead Board of Directors (BOD) meetings and Shareholder Assemblies in coordination with the Chairman and JV Legal Counsel
- Establish and execute an annual governance calendar
- Secure required BOD approvals, including:
- GM mandate
- Strategy and annual budgets
- Commercial agreements with GE Vernova and Sonelgaz affiliates
- Regulatory approvals as required
- Define the JV's strategy, formalize it into business plans, obtain BOD approval, and drive execution
- Translate shareholder agreements into:
- Product localization plans
- Delivery timelines
- Capital investment requirements
- Operating expense plans
- Workforce recruitment and training plans
- Convert business plans into annual operational roadmaps with clear milestones, resource allocation, and delivery commitments
- Develop and secure Board approval for the annual budget
- Maintain strong governance relationships with GE Vernova and Sonelgaz stakeholders
Operational Leadership
Organizational Design & Management
- Design, implement, and continuously optimize the JV organization across:
- Commercial & Project Management
- Supply Chain & Sourcing
- EHS & Quality
- HR, Finance, Legal & IT
- Build and lead the Senior Leadership Team (SLT)
- Establish operating rhythms, governance cadence, and accountability frameworks
Strategy Execution & Performance Management
- Define and execute JV strategy, business plans, and roadmaps
- Set and communicate clear priorities across:
- EHS
- People
- Quality
- Delivery
- Cost
- Translate strategic objectives into measurable KPIs
- Implement robust management systems to track performance
- Identify risks, gaps, and opportunities weekly; drive corrective action
EHS (Environment, Health, Safety & Security)
- Ensure full compliance with environmental and industrial hygiene obligations
- Identify, quantify, and mitigate safety risks
- Drive a prevention-focused culture:
- Hazard identification
- Stop-work authority
- Root cause analysis
- Continuous mitigation
- Define and maintain the JV's EHS policy
Quality
- Ensure operational excellence across:
- Commercial operations
- Project execution
- Supply chain
- Manufacturing
- Field services
- Maintain a robust Quality Management System (QMS)
- Ensure standard work is defined, followed, and continuously improved
- Drive root cause analysis and corrective/preventive actions across all functions
Commercial & Project Execution
- Oversee customer relationships and commercial negotiations
- Ensure commercial offers are risk-assessed, contracts negotiated, and obligations clearly defined
- Ensure projects are delivered safely, on time, within budget, and to quality standards
Industrialization & Supply Chain
- Drive roadmap execution including:
- Line development
- Equipment specification and commissioning
- Workforce qualification
- Localization initiatives
- Ensure master scheduling aligns with customer commitments
- Manage production planning and supplier capacity alignment
- Oversee logistics and sourcing operations in compliance with local regulations
Support Functions Oversight
Human Resources
- Develop and execute an HR plan aligned with strategic objectives
- Ensure regulatory compliance in recruitment and employment practices
- Implement structured performance management and succession planning
- Establish competency matrices and address capability gaps
- Ensure compliance with payroll, declarations, and labor regulations
Finance
- Establish and manage the JV budget and cash flow plan
- Oversee payables, receivables, and financial reporting
- Ensure compliance with local regulations and shareholder requirements
- Support commercial and operational decision-making
- Engage with banks and authorities for financing or incentives
Legal & Compliance

- Maintain and update the JV compliance framework
- Mitigate commercial, operational, and social risks
- Support governance and commercial negotiations
- Manage regulatory and legal matters
IT & Systems
- Ensure robust IT infrastructure supporting all operations
- Ensure compliance with shareholder and regulatory reporting requirements
- Maintain:
- ERP systems
- Manufacturing Execution Systems (MES)
- Document Management Systems (DMS)
- Ensure protection of technical documentation under license agreements
QUALIFICATIONS / REQUIREMENTS
- Engineering qualifications: MBA or Master's degree in Engineering or related field is a plus.
- Significant experience as a General Manager of an autonomous legal entity with full P&L accountability, including revenue, EBITDA, cash flow, capex and working capital
- Demonstrated leadership of a complex industrial manufacturing operation, overseeing plant, supply chain, quality, EHS and project execution
- Experience engaging with Boards, shareholders or JV partners, including governance, budget approval and strategic alignment
- Proven commercial acumen, including contract negotiation, customer engagement and risk management
- Experience leading industrialization, localization, capacity ramp-up or site expansion initiatives
- Executive leadership presence with strong stakeholder management capabilities
- Fluent in French and English
DESIRED CHARACTERISTICE
- Prior experience working in North Africa or similar emerging industrial environments
- Prior GE / GE Vernova experience is a strong advantage
- Knowledge of lean manufacturing and quality management systems
- Self-driven, resilient leader capable of operating effectively in complex stakeholder environments
- Energizing and collaborative leadership style with the ability to build and stabilize high-performing teams
