Job Description:
The Director, Policy Strategy, will be a key member of GM Global Public Policy's Strategic Initiative team, which is responsible for identifying and assessing growth opportunities, emerging risks, and long-term trends; informing and strengthening advocacy; and driving enterprise and policy alignment.
Reporting to the Executive Director, Global Strategic Initiatives, the Director will be primarily responsible for developing policy strategy options around key growth opportunities, risks, and trends; providing insights that enable Global Public Policy decision-making around and execution of strategy; and aligning policy strategy execution across functional elements in Global Public Policy and the broader GM business.
To carry out these responsibilities, the Director will build and manage relationships with external parties that provide insights to inform and/or enable policy strategy development and execution. The Director will manage analyst(s) responsible for focused policy research, intelligence, and analysis, with the goal of generating in-house insights that inform and/or enable policy strategy development and execution. The Director will task, lead, and provide quality control over analysts' production of reports, memos, and other content that deliver high-quality policy-related insights to senior GM leaders. The Director will support strategy execution in collaboration with Global Public Policy and GM senior leaders. In response to evolving GM priorities and GM's external stakeholder environment, the Director will conceptualize and manage ad hoc projects that inform GM's decision-making and/or support global advocacy efforts.
The role requires a candidate who is proactive, strategic, and results-driven; produces impactful insights; possesses strong analytical and communications skills; and thrives in a collaborative, fast-paced environment focused on enabling GM's vision of an all-electric future for everyone.
Responsibilities:
- Develop and Execute Policy Strategy Options:
- Build and manage trusted relationships with key external parties, including thought leaders, think tanks, consultants, and advocacy groups, to better understand and shape the direction of policymaking in the U.S. and other key GM markets globally.
- Frame various external policy trends, themes, and initiatives into options for GM leaders to build GM's profile, shape policy, and engage with governmental and non-governmental stakeholders.
- Use external relationships collaboratively, creatively, and proactively as part of option development and execution to advance GM goals and objectives.
- Enable Policy Strategy Decision-making
- Decision Advantage: Escalate issues that impact priorities and advocacy in a timely manner.
- Lead team responsible for Issues Monitoring, Analysis, and Reporting: Recruit and hire analysts to the team as required and authorized by Global Public Policy. Set team goals, priorities, and production tempo. Proactively identify, monitor, research, and analyze emerging policy and industry trends, risks, and opportunities that impact GM's operations and goals.
- Quantitative and Qualitative Research: Conduct quantitative and qualitative research, polling, and analysis to inform advocacy; leverage supporting research resources and external relationships that enhance advocacy and engagement strategies.
- Content Creation: Develop narratives for research findings; prepare clear and concise analyses with actionable insights on important political and regulatory topics for senior GM leadership.

- Align Strategy Execution:
- Work cross-functionally: Collaborate in Global Public Policy and with key internal stakeholders to refine options, create deeper insights, and/or ensure successful strategy execution.
- Project Management: As needed, establish and lead ad hoc cross-functional project teams.
Required Qualifications:
- Bachelor's Degree with 15+ years of professional experience(or Master's degree with 12+ years) in political science, economics, intelligence analysis, international relations, government, public affairs, or a related field.
- People-leader experience, especially in fast-paced, client-facing analytic organizations.
- Strong written and verbal communication skills with the ability to interact with all levels and across functions, using both technical and non-technical verbiage (two writing samples required).
- Excellent project management skills; Experience setting priorities, meeting deadlines, and managing projects, especially in cross-functional or cross-organizational environments.
- Proven analytical and deductive reasoning skills; able to translate findings into direct impacts and recommended actions.
- Expertise in quantitative and qualitative research and analysis (e.g., polling, surveys).
- Proven history of successful cross-functional collaboration in fast-paced work environments.
Preferred Qualifications:
- Clear reputation for ethical conduct, integrity, and confidentiality.
- Ability to see big picture and translate strategic vision into practical objectives and priorities. Thinks strategically and deals well with ambiguity. Able to adapt and quickly analyze situations.
- Strong understanding of the Washington, DC, policy development process and ecosystem, especially the formal and informal relationships among stakeholder groups, including political leaders, government departments and agencies, Congress, think tanks and consultancies, lobby and law firms, industry, foreign diplomats, and advocacy groups.
- Experience working with policy issues for the auto industry strongly preferred (e.g., economic competitiveness, trade policies, environmental issues, manufacturing and supply chains, labor).
- Solutions-oriented approach that is proactive and innovative - demonstrates boldness and creativity that is also strategically relevant and results-driven.
- High level of enthusiasm, persistence, initiative, humor, and experienced judgment to identify priorities, initiate projects, motivate a team, and complete activities with a strong sense of urgency.
Compensation:
The compensation information is a good faith estimate only. It is based on what a successful applicant might be paid in accordance with applicable state laws.
The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position, as well as geography of the selected candidate.
- The salary range for this role is $191,500 - $292,300. The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.
- Bonus Potential: An incentive pay program offers payouts based on company performance, job level, and individual performance.
