Customs Manager

Eaton's ES AMER ARS division is currently seeking a Customs Manager.

What you'll do:

Job Summary
Leads import/export operations, ensuring legal and regulatory compliance, optimizing processes, and managing customsdocumentation.

Ensures that the temporary inventory and import/export activity comply with all Mexican Customs regulations for the site, including material, information, and technology.

The Customs Manager will manage such activities and programs through service providers and external intermediaries (e.g., customs brokers; government authorities; consultants) and will ensure that all operations are reliable and comply with all applicable laws in each country of their region, including, but not limited to, legal requirements in both Mexico and the United States.

This position manages and ensures the maintenance of current government certifications and programs, such as IMMEX, PROSEC, OEA, CTPAT programs, and VAT (IVA) certification, as well as ensuring that compliance documents are maintained and updated to reflect current regulatory requirements and procedures. This role is also responsible for meeting commitments; customs compliance; and quality, productivity, reporting management, and exception management, as well as reporting metrics or KPIs for the operation. Responsible for managing and executing monthly reconciliation reports related to Annex 24/30.

Job Responsibilities
• Manage and oversee import/export customs operations.
• Ensure compliance with applicable tax, legal, and regulatory requirements.
• Coordinate with customs brokers, carriers, and customs authorities.
• Work with the plant leadership team to ensure compliance with corporate policies and with the laws and regulations governing the Mexican Customs framework as it relates to imports and exports.
• Oversee the proper preparation of documentation (customs entries, invoices, certificates of origin).
• Identify and develop projects to optimize processes and reduce costs/lead times.
• Stay up to date on customs and foreign trade legislation.
• Ensure the integrity of data in Trade Compliance processes.
• Alignment and collaboration with the Regional GTM Team, meeting reporting requirements, including (but not limited to) the IMMEX annual report such as INEGI, sub-maquila, RAOCE, recordkeeping, COE and FTAs activities and reports, etc.
• Collaboration and communication with the Compliance Legal Team to ensure accredited certifications and programs such as CIVA, IMMEX, OEA, CTPAT, PROSEC, etc.
• Analyze and propose strategies to integrate regional content into finished goods to meet international treaty criteria.
• Coordinate and ensure the acquisition of Certificates of Origin and the USMCA (T-MEC) Supplier Manufacturer Affidavit for raw material suppliers.
• Assign and coordinate support for audits of USMCA (T-MEC) certificates of origin and supplier manufacturer affidavits for raw material suppliers.
• Ensure, with the team, the organization and management of physical and electronic folders for Certificates of Origin.
• Allocate resources for participation in external audits related to Certificates of Origin.
• Participate in reducing duties and taxes by applying duty deferral programs such as USMCA (T-MEC), PROSEC, Rule 8, etc.
• Monitor regional export and import regulatory and legislative changes and alert the appropriate parties regarding business impact.
• Manage and allocate resources for all Customs-related activities.
• Lead, manage, and develop the Eaton CPA Customs team.

Qualifications:

Education level required
Bachelor's degree in Trade Compliance, Trade Law, International Business, or a related field.

Years and area of experience required
Minimum 3+ years of management-level experience.
• 5 to 7 years of foreign trade experience, preferably in the maquiladora industry or a customs brokerage.

Technical knowledge
• Fluent in English and Spanish.
• Proficient in Microsoft Office (Excel audit formulas).
• Strong knowledge of implementing regulatory requirements in a manufacturing/operations environment.
• Knowledge of the Annex 30/24 system.
• Knowledge of Customs Law, General Foreign Trade Rules, tariff classification, and trade agreements.
• Knowledge of ERP transactions.
• Ability to improve and update customs software.
• Analytical thinking.
• Problem-solving in the transmission electronics domain.
