The Impact you will have in this role:
DTCC is seeking a strategic and experienced Head of Stress Testing to lead the design and execution of our clearing house's stress testing program. This role is critical to safeguarding the integrity and resilience of our central counterparty services. The ideal candidate will have extensive experience in hypothetical, historical, and special event stress testing, with deep knowledge of clearing risk frameworks and recovery and wind-down planning as required by international standards (e.g., PFMI, EMIR, CFTC, SEC). This is a senior role with high access to stakeholders such as regulators, internal audit, clearing members, market participants, and senior management, and is essential to ensuring DTCC continues to operate in a safe, sound, and resilient manner under extreme but plausible conditions.
Your Primary Responsibilities:
- Own and lead the design, execution, and governance of stress testing across cleared products and counterparties, covering credit, liquidity, and market risk.
- Develop and maintain robust hypothetical, historical, and special event scenarios, including economic, business, systemic, and idiosyncratic stress events relevant to the clearing and settlement businesses.
- Evaluate scenario results, alignment to internal risk appetite statements, and interpret risk presented to the clearing agencies.
- Coordinate with the default management team to evaluate and test stress scenarios aligned with the default waterfall and default fund sizing methodologies.
- Oversee compliance with global regulatory expectations and industry standard processes, including PFMI Principle 4 (Credit Risk), Principle 6 (Margin), Principle 7 (Liquidity), as well as jurisdictional rules (e.g., CFTC Stress Testing Requirements, ESMA RTS).
- Drive the development and maintenance of the Recovery and Wind-Down Plans (RWPs) in coordination with key internal and external partners, addressing both financial and operational continuity under severe stress.
- Present stress testing results and recovery planning insights to the various Risk Committees, clearing participants, and regulators.
- Work closely with model validation, quantitative risk, operations, and technology teams to ensure integrity and efficiency automation of the stress testing framework.
- Contribute to clearing agency-wide efforts related to RWP planning, default simulations, and the annual default management drills.
- Monitor external risks (e.g., geopolitical shocks, cyber events, market structure shifts) and integrate forward-looking risk intelligence into scenario design.
- Proven experience leading multi-functional, global teams, including the development and coaching of staff.
- Fosters a risk management culture through implementation and demonstration of processes and procedures which identify and mitigate risk.

Qualifications:
- Bachelor's degree in Finance, Mathematics, Economics, Engineering, or related field; advanced degree (e.g., MS, PhD, MBA) preferred.
- Minimum 15 years of experience in financial risk management, with 5+ years directly in a CCP, clearinghouse, or systemic risk setting.
Talents Needed for Success:
- Expert knowledge of clearing agency stress testing requirements, including IOSCO/CPMI Principles for Financial Market Infrastructures (PFMI), CCP Resilience Guidance, and relevant regulatory frameworks (e.g., CFTC, SEC, ESMA, BoE).
- Demonstrated experience designing and completing hypothetical, historical, and reverse stress testing programs.
- Strong understanding of recovery and wind-down planning for financial market infrastructures (FMIs).
The salary range is indicative for roles at the same level within DTCC across all US locations.
