Position Overview

The Associate Director, Onboarding Operations is responsible for leading and supporting the operational execution, governance, and continuous improvement of global onboarding and preboarding process for employees and contingent workers in a highly regulated environment.

Reporting to the Director, Global Onboarding, this role serves as a strategic and hands-on operational leader responsible for helping establish scalable onboarding operations, compliance workforce onboarding controls, and standardize global onboarding process across regions and worker populations.

The Associate Director will oversee onboarding operations and preboarding activities including onboarding coordination, onboarding readiness, identity verification, access gating controls, employment eligibility requirements, onboarding documentation, compliance training, and Day 1 operational readiness. This role will also support the successful transition of onboarding activities into HR Operations while driving process standardization, audit readiness, operational governance, and continuous improvement initiatives.

This role partners closely with HR Operations, Talent Acquisition, Compliance, Procurement, Security, IT, Legal, and business stakeholders and provides operational leadership, mentorship, KPI oversight, and escalation management for onboarding teams supporting employees and contingent workers globally.

  • Provide operational leadership, guidance, and mentorship to onboarding analysts and contingent workforce support resources and act as the first point of escalation on complex or sensitive cases.
  • Track recurring onboarding issues and support root cause analysis.
  • Monitor onboarding workflows, case volumes, KPIs, SLAs, and operational readiness activities to ensure timely and compliant onboarding execution.
  • Lead operational escalations, issue resolution, and cross-functional coordination efforts.
  • Ensure onboarding requirements and operational controls are completed prior to worker activation or access provisioning.
  • Support onboarding risk identification, threat detection escalation processes, and operational compliance activities.
  • Develop and maintain onboarding policies, standard operating procedures, process documentation, job aids, and workflow standards.
  • Lead audit remediation initiatives and implementation of scalable onboarding controls and governance frameworks.
  • Develop and monitor onboarding KPIs, dashboards, and operational reporting to drive performance, compliance, and service delivery improvements.
  • Partner with HR Technology teams to address system issues and enhancements.
  • Ensure accurate data entry, tracking, and reporting across onboarding platforms.
  • Leverage reporting and metrics to monitor performance and drive improvements.
  • Lead and support continuous improvement initiatives focused on operational excellence, onboarding experience, workforce governance, and audit readiness.


  • Qualifications

    • 7-10+ years of experience in HR Operations, onboarding, pre-boarding, or related operational functions
    • Proven experience managing high-volume onboarding or pre-boarding operations for employees and/or contingent worker.
    • Experience working within a highly regulated or compliance-driven environment.
    • Experience developing operational processes, SOPs, governance standards, and compliance controls.
    • Experience supporting audit remediation, operational risk management, or compliance initiatives preferred.
    • Strong knowledge of onboarding operations, employment eligibility requirements, onboarding controls, and workforce governance practices.
    • Strong leadership, organizational, analytical, and problem-solving skills.
    • Ability to manage operational complexity, competing priorities, and large-scale coordination efforts in a high-volume environment.
    • Effective communication and stakeholder management skills with the ability to influence cross-functional partners.
    • Experience with HRIS and onboarding technologies, including Fieldglass and Oracle, preferred.


    Success Measures

    • Successful transition and stabilization of onboarding operations within HR Operations.
    • Timely and compliant onboarding execution for employees and contingent workers across regions and worker populations.
    • Achievement of onboarding readiness, service level, and operational KPI targets.
    • Reduction in onboarding delays, operational exceptions, audit findings, and compliance gaps.
    • Successful implementation of standardized onboarding processes, governance standards, and control measures.
    • Effective leadership, mentorship, and operational support provided to onboarding teams and support resources.
    • Strong cross-functional partnership and collaboration with HR operations, Talent Acquisition, Compliance, Procurement, Security, IT, and business stakeholders.
    • Accurate execution and oversight of onboarding controls including access gating, identity verification, employment eligibility, and compliance activities.
    • Continuous identification and implantation of process improvements that enhance onboarding experience, operational efficiency, workforce governance, and audit readiness.


    The salary range is indicative for roles at the same level within DTCC across all US locations.
