About the role

The Head of Government Relations and Public Policy is responsible for safeguarding a sustainable operating environment for the company within the framework of public policies, regulations, taxation structures, and societal sensitivities. The role leads transparent, ethical, and strategic engagement with public authorities and key stakeholders.

Role Responsibilities

1. Government & Regulatory Affairs

- Monitor legislation and regulations related to alcoholic beverages, including excise duties, sales hours, packaging, labeling, and marketing restrictions

- Assess the commercial, operational, and reputational impact of regulatory changes and report to senior management

- Develop company positions and policy recommendations on proposed regulations Lead Diageo Türkiye's engagement with the Competition related institutions and other relevant regulators on competition and market structure issues.

  • Provide strategic guidance on competition law matters including market practices, distribution frameworks, and industry dynamics.
  • Support the company in managing competition investigations, regulatory commitments, or compliance frameworks where applicable.
  • Work closely with internal legal teams and external advisors to ensure Diageo maintains the highest standards of competition compliance.
  • Identify and address market distortions or regulatory practices that may impact fair competition in the sector.


2. Public Authority Engagement

- Build and maintain constructive relationships with relevant ministries, regulatory bodies, local authorities, and public agencies

- Plan and manage official meetings, visits, and briefings

- Represent the company as a credible, ethical, and transparent corporate stakeholder

3. Taxation & Fiscal Policy

- Track excise duty (Special Consumption Tax), VAT, and other fiscal obligations applicable to alcoholic beverages

- Develop data-driven analysis on the impact of tax policies on consumption, illicit trade, and government revenues

- Maintain technical and constructive dialogue with fiscal authorities

4. Industry & Association Relations

- Actively participate in industry associations, chambers of commerce, and relevant NGOs

- Lead or contribute to the development of joint industry policy positions

- Represent the company and the sector at national and international platforms

5. Reputation, Sustainability & Responsibility

- Develop balanced approaches that take into account public health considerations and societal sensitivities

- Support company commitments on responsible consumption, sustainability, and social impact

- Manage coordination with public authorities during issues management or crisis situations

6. Internal Stakeholder Management

- Work closely with Legal, Finance, Commercial teams

- Provide strategic briefings to senior leadership and the Board of Directors

- Ensure alignment between global corporate strategies and local market realities

Experience / skills required

- Strong analytical, stakeholder management, and negotiation skills

- High ethical standards, discretion, and strong representation capabilities

- Fluent in English
