Senior Manager, Regulatory Quality

The Senior Manager of Regulatory Quality serves as the architect of regulatory excellence across the enterprise, guiding the organization through an increasingly complex healthcare compliance landscape. In partnership with Business, Legal, Risk, and Compliance, this leader embeds regulatory quality into daily operations, decision-making, and strategic execution to support our mission of delivering access to quality care. Reporting within the Business Quality organization, this role is accountable for designing, executing, and sustaining enterprise-wide strategies that strengthen compliance, reduce regulatory risk, and build operational resilience. This leader ensures processes are proactive, transparent, and prepared to withstand regulatory scrutiny and change-grounded in quality, integrity, and accountability.

Responsibilities:

  • Lead and develop a high-performing Regulatory Quality team, fostering accountability, collaboration, and continuous improvement.
  • Define and execute the enterprise Regulatory Quality strategy, aligned with organizational goals and enterprise quality priorities.
  • Translate complex regulatory requirements into clear, actionable business practices that enhance compliance and performance.
  • Serve as a trusted advisor to executive leadership on regulatory trends, risk exposure, prioritization, and emerging requirements across jurisdictions.
  • Oversee regulatory inquiries, complaint management, emergency responses, and state/federal audit readiness and coordination.
  • Implement scalable, data-driven frameworks for quality assurance, regulatory reporting, issue management, and remediation.
  • Design and oversee comprehensive remediation strategies that address root causes and elevate enterprise compliance maturity.
  • Partner with Legal, Risk, Internal Audit, and Compliance to ensure alignment and deliver a unified, best-in-class regulatory response model.
  • Engage operational, clinical, and business partners to anticipate regulatory impact and embed compliance into processes and control design.
  • Promote a "no surprises" culture through transparency, proactive risk management, and clear, data-driven reporting to enterprise leadership.
  • We offer flexible work options:
    • Remote for team members located more than 50 miles (or one hour) from a local office.
    • Hybrid for team members within 50 miles (or one hour) of a local office.

Qualifications:

  • Bachelor's degree and 8 or more years of professional experience.
  • 5 or more years of progressive leadership experience in healthcare regulatory, quality, or compliance-preferably within a health plan, payer, or highly regulated healthcare environment.
  • Demonstrated success leading enterprise-wide regulatory quality programs or transformations.
  • Deep understanding of state and federal regulatory frameworks (e.g., DMHC, DOI, CMS) and quality assurance principles.
  • Proven ability to lead through influence in a complex, matrixed environment and drive strategy through execution.
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities.
  • Executive presence with excellent written and verbal communication skills.
  • Experience working effectively with all levels of leadership, including C-Suite.
  • Enterprise mindset with strong systems thinking and the ability to connect legal, regulatory, and operational domains.
  • Strategic foresight with the ability to anticipate regulatory change and position the organization proactively.
  • Skilled at simplifying complexity, building trust, and empowering teams to deliver results with excellence and speed.

Base Pay Information

The national base pay range at the end is a good-faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications, and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity.
Pay Grade 23. $106,400 - $230,600
