Expert Program Manager (Contract Configuration Solutions Enablement)

The Expert Program Manager is an individual contributor responsible for shaping, guiding, and influencing complex, enterprise wide programs and initiatives. Operating beyond the structured analysis and feasibility assessments performed by Senior Program Analysts, the Expert Program Manager works in highly ambiguous and non standard environments where program scope, ownership, or direction may not be clearly defined. The Expert Program Manager provides consultative leadership and advanced analysis to translate competing business, technical, regulatory, and operational considerations into clear options and recommendations. This role ensures alignment across stakeholders, strong decision quality, and sustainable outcomes by integrating work across initiatives and portfolios, identifying risks and dependencies, and guiding leaders through tradeoffs and long term implications. The Expert Program Manager does not directly execute delivery work or manage staff but is accountable for enterprise clarity, alignment, and the effectiveness of programs as they progress from assessment through adoption and ongoing performance.

Responsibilities:

Lead enterprise level analysis of complex, high impact, or non standard initiatives across multiple business domains.

Frame ambiguous problems, define decision options, and guide stakeholders toward informed, aligned outcomes.

Influence enterprise priorities, sequencing, and approach through consultative leadership and data driven insight.

Facilitate alignment among senior leaders, stakeholders, and SMEs with competing perspectives or priorities.

Assess enterprise level risks, dependencies, tradeoffs, and long term implications across programs and portfolios.

Develop and communicate integrated recommendations that balance cost, risk, scalability, timing, and organizational impact.

Provide ongoing guidance throughout the lifecycle of initiatives to support clarity, adoption, and sustained execution.

Mentor and guide analysts and peers by modeling structured thinking, enterprise perspective, and best practices.

Support the evolution of enterprise frameworks, processes, and ways of working through practical insight.

Perform other related duties as assigned.

Qualifications:

• 7+ years of professional experience with Bachelor's degree, or equivalent experience in lieu of a degree.
• Significant experience leading complex analysis, program shaping, or enterprise decision support.
• Demonstrated ability to influence without authority across senior and executive stakeholders.
• Exceptional facilitation, communication, and stakeholder management skills.
• Proven ability to operate independently in ambiguous, fast moving environments.
• Strong enterprise mindset with focus on long term outcomes and risk mitigation.
• Experience serving as an internal consultant, enterprise advisor, or program leader.
• Experience influencing investment decisions, enterprise priorities, or cross portfolio initiatives.
• Background in project, program, capability, or operating model enablement.
• Experience working within large, matrixed, or regulated organizations.
• Familiarity with healthcare, insurance, or similarly regulated industries.
• Advanced knowledge of dental benefits configuration, policy development, plan designs, and system capability.
• Detail-oriented with strong analytical and interpretation skills to understand policy and standardize enterprise language.
• Strategic, forward-thinking mindset focused on standardization and scalability.
• Create effective cross-functional partnerships with stakeholders.
• Ability to communicate effectively with cross-functional teams to understand process impacts and establish enterprise-wide benefit standards guidance
• Strong organizational/time management skills and multi-tasking abilities.
• Ability to prioritize and manage duties to meet goals, quality standards, and deadlines.
• Aptitude to learn and develop proficiency with new concepts, legal requirements, processes and technology.
• Effectively able to adapt to change and provide thoughtful feedback.
• Ability to maintain confidentiality when exposed to sensitive information.
• Ability to work independently on detail-oriented tasks and participate in team level discussions.
• Licenses: Project Management Professional (PMP) certification from PMI highly preferred.
  

Base Pay Information

The national base pay range at the end is a good-faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity.
Pay Grade 24. $123,624 - $267,852
