As a Project Lead Integration Engineer II, you will provide political-military analysis, policy support, engagement planning, and senior-leader staff support. The position supports the development of analysis, recommendations, background materials, and coordination products related to U.S. policy, defense posture, partner relationships, and regional political-military developments.

The Specialist's regional portfolio focuses on Southeast Asia, including Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, Timor-Leste, and Vietnam. The role operates at the intersection of strategic planning, defense policy, security cooperation, senior leader engagement, and interagency coordination.

Key Responsibilities

Southeast Asia Political-Military Analysis and Policy Support

  • Conduct research and analysis on political, military, diplomatic, economic, and security developments affecting Southeast Asia and U.S. regional interests.
  • Monitor developments related to partner defense policy, military modernization, maritime security, regional competition, transnational threats, disaster response, and other issues relevant to U.S. PACOM priorities.
  • Assess the implications of regional events, leadership changes, elections, policy announcements, security incidents, exercises, and emerging crises for U.S. policy, defense posture, and partner relationships.
  • Develop concise assessments that identify key facts, strategic implications, risks, opportunities, assumptions, and recommended courses of action.
  • Support the development and maintenance of country-specific and regional policy materials, planning assumptions, engagement objectives, and decision-support tools.
  • Identify emerging issues requiring senior-level awareness, policy coordination, or additional analysis.
  • Ensure analyses reflect approved guidance, available intelligence and open-source information, stakeholder perspectives, and appropriate classification requirements.

Senior Leader Decision Support and Staff Product Development

  • Draft, coordinate, edit, and quality-control senior-leader-ready products related to policy and engagement activities.
  • Prepare briefing slides, executive summaries, information papers, decision memoranda, background papers, talking points, country overviews, meeting read-aheads, and recurring reports.
  • Develop trip books and visit-support materials for senior military and civilian leaders.
  • Prepare command-level inputs and background products for testimony support, executive engagements, meetings, conferences, and policy reviews.
  • Translate complex regional information into clear, concise, and action-oriented products tailored to the intended audience.
  • Incorporate stakeholder comments while preserving product accuracy, analytical rigor, alignment with approved guidance, and on-time delivery.
  • Maintain version control, appropriate classification markings, distribution controls, and final product records.
  • Review written and visual materials for factual accuracy, grammar, formatting, consistency, and adherence to applicable organizational standards.

Regional Engagement, Visit, and Meeting Support

  • Support planning and execution of regional engagements, senior-level meetings, official visits, conferences, and other policy or partner-facing events.
  • Develop engagement plans that define objectives, desired outcomes, participants, discussion themes, milestones, decision points, and follow-up actions.
  • Coordinate development of agendas, schedules, invitations, read-aheads, biographies, country briefs, talking points, and meeting records.
  • Track visit-related requirements, including taskings, approvals, logistics coordination, travel documentation, security considerations, and stakeholder inputs.
  • Support preparation for bilateral and multilateral engagements with Southeast Asian partners and other authorized organizations.
  • Participate in pre-engagement planning sessions and, when required, provide on-site or remote staff support.
  • Capture engagement outcomes, commitments, unresolved issues, and follow-up actions through after-action reports and action-item trackers.
  • Identify opportunities to synchronize related engagements, reduce duplicative staff effort, and strengthen continuity across recurring partner interactions.

Integrated Staffing and Stakeholder Coordination

  • Coordinate across U.S. PACOM headquarters, primary staff directorates, service components, sub-unified commands, and authorized interagency stakeholders to support integrated policy and engagement staffing.
  • Facilitate timely collection, consolidation, reconciliation, and disposition of comments on staff products.
  • Maintain visibility into action officers, approval authorities, suspense dates, dependencies, decisions, and unresolved issues.
  • Coordinate with regional, functional, legal, intelligence, security cooperation, protocol, public affairs, logistics, and security subject-matter experts, as appropriate.
  • Support working groups, planning sessions, synchronization meetings, and senior staff calls by preparing agendas, capturing decisions, and tracking action items.
  • Communicate changes in priorities, assumptions, deadlines, and tasking requirements to affected stakeholders.
  • Build productive working relationships while respecting organizational roles, approved coordination channels, information-release requirements, and classification restrictions.

Long-Term Planning, Knowledge Management, and Continuous Improvement

  • Support development and maintenance of annual and multi-year Southeast Asia engagement plans.
  • Maintain regional reference materials, historical products, country background information, engagement records, and recurring reporting tools.
  • Analyze engagement outcomes and regional trends to identify unresolved issues, policy opportunities, relationship gaps, and emerging requirements.
  • Develop and refine templates, checklists, trackers, standard operating procedures, and staff processes that improve consistency and reduce avoidable rework.
  • Support lessons-learned reviews following major visits, engagements, conferences, exercises, or policy events.
  • Assist with continuity activities during personnel transitions, organizational changes, or shifts in regional priorities.
  • Contribute to periodic assessments of regional engagement effectiveness and alignment with command objectives.

Security, Compliance, and Professional Conduct

  • Protect classified, controlled, sensitive, and personally identifiable information in accordance with applicable requirements.
  • Apply appropriate security markings, handling procedures, document controls, and distribution restrictions.
  • Use approved systems, tools, and information sources for research, collaboration, and product development.
  • Exercise sound judgment when handling politically sensitive, diplomatically consequential, or operationally relevant information.
  • Comply with applicable contract requirements, travel policies, ethics rules, records-management standards, and organizational procedures.
  • Use AI-enabled analytical, research, collaboration, or administrative tools only when authorized and consistent with security and data-handling requirements.

Qualifications

Required:

  • Bachelor's degree from an accredited institution in international relations, political science, regional studies, national security studies, public policy, strategic studies, government, or a related discipline.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Active TS/SCI security clearance is required.
  • 5+ years of experience supporting political-military affairs, policy, strategy, security cooperation, regional engagement, defense planning, or a comparable national security function.
  • 5+ years of experience researching and analyzing complex regional issues and producing senior-leader-ready written products, briefings, and recommendations.
  • 5+ years of experience supporting senior military or civilian leaders, military headquarters, government organizations, or similarly complex institutions.
  • 5+ years of experience coordinating work across multiple stakeholders, organizations, or functional disciplines.
  • 5+ years of experience managing multiple concurrent tasks, formal suspense dates, and fast-turn deliverables.
  • 5+ years of experience operating effectively in a joint, inter-agency, multinational, government, or similarly matrixed environment.
  • Ability to travel internationally, as needed.

Preferred:

  • Master's degree in international relations, public policy, national security studies, strategic studies, Asian studies, or a related field.
  • Experience supporting a geographic combatant command, Joint Staff, service headquarters, component command, sub-unified command, embassy, country team, interagency organization, or multinational headquarters.
  • Direct professional, academic, or operational experience related to Southeast Asia.
  • Familiarity with Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, Timor-Leste, Vietnam, and broader ASEAN-related dynamics.
  • Knowledge of regional defense relationships, maritime security, humanitarian assistance and disaster response, transnational threats, foreign military engagement, and partner-capacity development.
  • Experience supporting senior leader travel, official visits, bilateral or multilateral meetings, and partner engagements.
  • Experience preparing trip books, meeting read-aheads, policy memoranda, country briefs, executive briefings, or testimony-support materials.
  • Training or certification in joint planning, project management, strategic communications, security cooperation, international affairs, or structured analytic techniques.
  • Familiarity with authorized AI-enabled analytical or administrative tools.

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $113,300 to $188,900.
