Position Overview

The Safety Manager is responsible for leading, implementing, and continuously improving health, safety, and environmental (HSE) programs across Tilcon New York operations. This role serves as a strategic business partner to Operations, working collaboratively across multiple lines of business, sites, and functional teams to foster a strong, proactive safety culture.

The Safety Manager balances visible field leadership with program management, ensuring regulatory compliance while driving practical, operations-focused solutions that protect employees, contractors, and the environment.
Roles and Responsibilities

(Essential Duties and Functions)

Safety Leadership & Culture

  • Act as a visible safety leader across multiple facilities, reinforcing accountability and shared ownership of safety outcomes.
  • Partner with operations leaders and frontline teams to integrate safety into daily work planning and execution.
  • Promote a culture where safety is a core value and operational excellence is achieved without compromise.
  • Support and reinforce CRH Life Saving Rules and all corporate safety initiatives.


Business Partnership & Operations Support
  • Work closely with Operations, Maintenance, HR, and Environmental teams to identify risks and implement effective controls.
  • Provide practical, field-based guidance to address hazards, incidents, and near misses.
  • Participate in operational planning, job hazard analyses (JHAs), and risk assessments across multiple lines of business.
  • Support leaders in understanding their safety responsibilities and building strong safety leadership capability.


Program Management & Compliance
  • Lead the implementation and ongoing management of safety programs including, but not limited to:
  • Injury and illness prevention
  • Ergonomics
  • Chemical and hazardous materials safety
  • Contractor safety
  • Emergency preparedness and response
  • Ensure compliance with all applicable OSHA, MSHA, federal, state, and local regulations.
  • Maintain required safety records and documentation, including OSHA logs, incident investigations, SDSs, and chemical inventories.
  • Represent the organization during regulatory inspections, audits, and corporate reviews; lead corrective action planning and closure.


Incident Management & Continuous Improvement
  • Lead or support incident investigations, ensuring effective root cause analysis and sustainable corrective actions.
  • Analyze safety performance data and trends to identify improvement opportunities.
  • Drive continuous improvement initiatives that reduce risk and improve overall safety performance.


Training & Employee Engagement
  • Coordinate and deliver safety training programs for employees and leaders, including new hire onboarding and refresher training.
  • Facilitate safety meetings, toolbox talks, and site engagements that encourage participation and open communication.
  • Support development of safety awareness and competency at all levels of the organization.

Team & Talent Development
  • Provide day-to-day leadership, coaching, and development for safety staff, as applicable.
  • Support recruitment, onboarding, and development of safety talent.
  • Foster an environment of accountability, collaboration, and continuous learning.


Marginal Duties and Functions
  • Varies duties as per requested by management.


Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Education & Experience

Required:
  • Bachelor's degree from a four-year college or university (safety, environmental, engineering, or related field preferred).
  • Minimum of 5-8 years of progressive safety experience in an industrial, construction, manufacturing, or materials environment.

Preferred:
  • Strong working knowledge of OSHA 1910, OSHA 1926, and/or MSHA regulations.
  • Experience partnering directly with operations in a multi-site environment.


Work Requirements
  • Regular travel to multiple work sites; occasional out-of-state travel may be required.
  • Willingness to work flexible hours, including nights or weekends, as operational needs require.
  • Ability to work in both office and field environments.
  • Required use of PPE as designated by OSHA/MSHA and site-specific requirements.


Knowledge/Skill Requirements
  • Demonstrated ability to influence without authority and build strong relationships with operational leaders.
  • Strong communication skills with the ability to engage frontline employees and senior leadership.
  • Practical, solutions-oriented approach to safety management.
  • Strong analytical and problem-solving capabilities.
  • Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint).
  • Ability to manage multiple priorities across different sites and lines of business.

The role also requires the ability to lift and carry materials weighing up to 25 pounds on a frequent basis and up to 50 pounds, and occasionally up to 100 pounds, as job duties require.

This position requires a combination of office and field work across multiple operational sites. While performing the duties of this job, the employee works continuously in collaboration with others and is frequently exposed to varying outdoor weather conditions, including hot, cold, and wet environments. The role involves regular interaction with moving equipment and active work sites. On an occasional basis, the employee may be exposed to elevated noise levels and high-heat conditions. The office work environment is generally quiet, while field environments may present additional environmental and operational hazards typical of construction, materials, and industrial operations.
