Hiring Salary Range : $ 130,500.00 - 163,100.00

Job Summary

The Senior Manager, Planning and Public Works is responsible for public works activities in the United States (U.S.) and Canada. The role serves as the interface with the public for governing authority and municipality projects being executed by Design and Construction (D&C). The role acts as CN's authority with Transport Canada (TC) and the Federal Railroad Administration (FRA). Moreover, the position provides support and direction pertaining to regulatory matters. The incumbent establishes processes, planning and monitoring tools to ensure the successful execution of Utility and Public Works, and other projects.

Main Responsibilities

Planning and Programming

• Act as the contracts interface for internal partners, external customers, and governing authorities
• Work closely with the Budget and Cost Management functions within Capital Program Management and Governance to monitor projects
• Interact with road authorities relating to grade crossings in the U.S. and Canada, as well as rights of entry system wide, and utility permitting
• Leads contractor flagging for internal and external projects
• Ensure all grade crossings meet regulatory compliance efforts in Canada and the U.S.
• Handle public works agreements from draft to execution stages, as well as design reviews and ensure appropriate levels of project coordination
• Ensure new and existing crossings, grade separations, local safety concerns,
anti-whistling, and utility crossings are reported

Project Management

• Coordinate internal and external capital expenditure (CapEx) projects including government authorities
• Manage internal stakeholders to ensure that projects meet requirements by using appropriate resources
• Coordinate with internal and external stakeholders (municipalities, utilities, and regulatory authorities) to complete construction projects (e.g., turning a level crossing into a grade separation)

Staff Management

• Direct staff responsible for complex business units and employees
• Participate in field inspections to develop and mentor staff
• Focus on communications and foster collaboration by regularly providing updates to staff about ongoing initiatives and encouraging them to work together to accomplish common goals and learning
• Develop and handle employee performance by ensuring employees who are not meeting expectations are identified and supported through the performance improvement process
• Create and enable a positive and engaging work environment by ensuring individual strengths are uncovered and leveraged through frequent and focused conversations
• Prepare employees for future advancement through identification of weaknesses, strengths, style of leadership and potential
• Develop leadership qualities and habits within the team
• Support the CN team by clarifying regulations and standard processes, address safety concerns and assist with public works components relating to engineering projects

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday, occasional shift work on evenings and weekends may be required. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires being on-call 24/7 to respond to critical incidences. The role requires regular travel (25% to 40%) within Canada and the U.S.

Requirements

Experience

Project Management
• Between 5 to 10 years of railway experience in a management position
o Experience dealing with federal, provincial, state, and municipal authorities
o Experience in project and employee management
o Experience in negotiating, facilitating meetings and presentations
o Experience in track design
o Experience in engineering planning and design review

Education/Certification/Designation

• Bachelor's Degree in a related field
• Valid Driver's License
• Professional Engineer License (P.E.)
Any designation for these above would be considered as an asset

• Fluently bilingual both written and verbal (English, French)
