Hiring Salary Range : $ 130,500.00 - 171,000.00
This range represents the hiring range. Salaries are determined individually depending on skills and experience. You will also be eligible to an annual bonus, employee share investment program (ESIP), Pension, Benefits, Railroad Retirement Benefits (RRB) and other perks.

The incumbent is responsible for handling all aspects of CN's joint facility and interline operating agreements between CN, foreign railroads, and customers across the entire CN network. The position is responsible for negotiating, interpreting, amending, and writing new operating agreements, and is also responsible for strategy planning related to these agreements. Furthermore, the incumbent oversees and leads the compliance team, ensuring proper billing and payments to all railroads, validation and billed data capturing processes, and supports the team in dispute resolution.
Main Responsibilities
Negotiating, Interpreting, Drafting and Amending Agreements
• Negotiate and draft new operating agreements and amendments
• Research and interpret existing operating agreements and amendments with foreign carriers and customers
• Interpret existing agreements to answer questions from various CN functions and ensure financials are in accordance with the agreements
People Management
• Lead, coach and develop the Joint Facility Contract Compliance Team and guide the strategic direction of the team
• Evaluate employee performance and review performance expectations, actual performance, and overall performance ratings
• Establish comprehensive development goals and support to achieve technical and leadership development while providing opportunities for growth
• Share best practices, company information, and operational concerns to create transparency and understanding of CN direction and expectations
• Participate in employee selection, onboarding, training, development, and evaluation
• Execute disciplinary actions and control conflicts
• Identify areas of improvement within current processes or create new processes that will further enhance the effectiveness of the Contract Compliance team
• Drive contract compliance financial audits
• Review and approve joint facility invoices monthly
• Engage with leaders in Accounting and Finance, and oversee the Joint Facility budget
Operational Strategy Development
• • P • Provide guidance and feedback on requests from Operations, Marketing, and Engineering pertaining to joint facility operating agreements and interline agreements
Build Customer Relationships to Drive Carload Revenue
• Establish customer-centric relationships with current and prospective customers
• Amend existing and develop new short line operating agreements
• Institute new third-party switching and short line agreements
• Collaborate with Marketing and Operations to address customer operating concerns and to assist in new customer initiatives
Working Conditions
The role has standard working conditions in an office environment with a regular workweek from Monday to Friday and is eligible to participate in CN's hybrid work model. The position requires minimal travel (10%) across Canada and the United States (U.S.) to visit third party vendors and attend industry association meetings.
Requirements
Experience
• Between 7 to 10 years of experience within the railroad industry
o Experience negotiating and drafting railroad operating agreements
o Experience handling budgets and understanding financial metrics
o Experience leading teams
Education/Certification/Designation
• Bachelor's Degree in Logistics, Supply Chain, Finance or Business Administration

• Strong knowledge of Systems, Applications and Products (SAP), Real-Time Business Intelligence (RTBI), Service Reliability System (SRS), Geographic Information System (GIS), Business Objects (BO), PDS, Railinc, and eBusiness
• Advanced knowledge of Microsoft Office (Excel, PowerPoint, and Word)
Any knowledge for any of the above would be considered as an asset
