Job Summary

The Manager, Regulatory Affairs is accountable for overseeing the preparation, coordination, and submission of regulatory filings on behalf of CN. This role ensures the compilation of accurate documentation and timely responses to regulatory bodies, including Transport Canada, the Transportation Safety Board, and Labour Canada. The incumbent provides expert regulatory guidance to internal stakeholders, ensuring the appropriate interpretation and application of relevant legislation. The position also supports the Senior Manager, Regulatory Affairs in government consultations, industry discussions, and the development, implementation, and revision of regulations, standards, rules, and exemptions that impact CN's operations.

Main Responsibilities
• Oversees the preparation, coordination, and submission of regulatory filings on behalf of CN
• Serves as the primary liaison between operational functions and regulatory agencies in addressing compliance matters
• Evaluates and synthesizes technical information and documentation from internal stakeholders to formulate accurate and timely responses to external requests
• Partners with Operations and Legal to craft responses to Letters of Investigation, Notices, Orders, and Directions issued to CN
• Chairs and facilitates regulatory working groups involving both management and union representatives
• Provides subject-matter expertise and regulatory guidance to internal partners across the organization
• Administers annual, quarterly, and ad hoc regulatory filings required under Transport Canada and other relevant legislation
• Analyzes technical data submitted by operations teams to support exemption applications and ensure alignment with regulatory requirements
• Represents CN at industry meetings focused on the development, revision, and interpretation of rules and regulations
• Engages with regulators, industry partners, and internal stakeholders to advance CN's regulatory initiatives and maintain collaborative relationships
• Supports the Senior Manager, Regulatory Affairs in consultations, regulatory development activities, and organizational initiatives

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Circumstances arising from statutory or regulatory deadlines may necessitate additional hours of work being required. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and manage stress. The role requires minimal travel (5-10%) for meetings with industry and regulators.

Requirements

Experience

• Between 5 to 7 years of relevant experience in the interpretation and application of the Regulations and Rules
• Experience liaising with federal regulators and industry stakeholders
Any experience for these above would be considered as an asset

Education/Certification/Designation

• Bachelor's Degree in Business Administration, law, communication, public relations, or a related field or a combination of education and relevant work experience

Technical Skills/Knowledge

• Strong understanding of railway operations, including the regulatory frameworks governing operational activities
• Advanced proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) with the ability to produce high-quality documentation, analyses, and reports
• Exceptional organizational abilities, with the capacity to manage complex information, multiple deadlines, and concurrent regulatory priorities
• Ability to communicate complex regulatory concepts in a clear, concise, and structured manner, both verbally and in writing
• Demonstrated ability to interpret and apply the Railway Safety Act and all associated regulations, rules, and legislative instruments within an operational context
• Fluently bilingual both written and verbal (English, French)
