Job Summary
The Manager, Bridge Quality (MBQ) is responsible for overseeing CN's Bridges and Structures Quality Program. The position develops, revises and maintains inspection policies and procedures, including auditing for compliance as well as reviews and approvals of submitted inspection reports for bridges, culverts, tunnels and other structures. The incumbent works closely with Bridge Quality Supervisors, Engineers and Bridge Inspectors to ensure annual program goals and initiatives are met.
Main Responsibilities
Policy and Procedure Development and Maintenance
• Develop, revise and maintain inspection policies and procedures, including auditing for compliance
• Review and approve submitted inspection reports for bridges, culverts, tunnels and other structures
• Ensure Inspection Program meets or exceeds applicable regulations
• Schedule inspections including cursory, visual, arm's length, measured and underwater
• Conduct field audits of infrastructure being inspected and audit Bridge Inspectors for rules and training compliance, inspection procedures, and safe work practices
People Management
• Manage bridge inspection resources (e.g. staff, vehicles, equipment) and coordinate as required as part of regional asset management

• Ensure proper qualification of inspection staff
• Develop and implement inspection training programs
• Designate Bridge Inspectors and ensure proper qualification of inspection staff
• Collaborate with team members
Documentation Oversight
• Prepare bid-documents, specifications, contract procurement and field oversight on inspection mandates related to Special Bridges, detailed inspections and other contractual work
• Ensure Equipment Plant Inventory (EPI) and Bridge Condition System (BCS) databases are kept current and accurate
• Maintain up-to-date scour-critical and underwater inspection lists
Working Conditions
The role is partially performed outdoors in various types of weather and environmental conditions in remote locations. The incumbent must be available to work weekdays, evenings, weekends and holidays when required. The role requires being available on-call 24/7 to respond to critical incidences. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and manage stress. The role requires occasional travel (25 to 50%) to respond to flooding, derailments, fires, earthquakes and other critical incidents.
Requirements
Experience
Railway Bridge Design
• Minimum 5 years of experience in general bridge design, assessment or inspection
o Experience visually identifying defects in structural steel, reinforced and pretensioned concrete and timber structures
o Experience supervising employees (including hiring and disciplinary action)
Any experience for these above would be considered as an asset
Education/Certification/Designation
• Bachelor's Degree in Civil Engineering
• Possess P.Eng. Licensure
• Bridge Inspection Workshop
• Valid Driver's Licence
• Fall-Protection Training
• Confined-Space Training
• Track Inspection Guidelines (TIG) Training
• Canadian Rail Operating Rules (CROR) rules qualified or ability to become qualified
• On-Track Safety (OTS) Certified
• Master's Degree in Civil Engineering (Structural Speciality)
Any designation for these above would be considered as an asset

• Excellent computer skills including Microsoft Office Suite, Adobe Acrobat, Equipment Plant Inventory (EPI) and Bridge Condition System (BCS)
• Strong technical skills in structural engineering, bridge design, assessment and inspections
• Extensive knowledge of railroad structures, structural behaviour
• Firm understanding of bridge maintenance requirements
