Job Summary

The Expert, Indigenous Talent Development is responsible for designing, developing, implementing, and deploying development program and solutions offerings that foster the growth and advancement of Indigenous employees. This includes creating culturally relevant development opportunities that respect diverse career aspirations-whether employees seek growth, leadership roles, or fulfillment in their current positions. Moreover, the role focuses on enhancing job satisfaction, retention, and cultural safety by building programs that recognize contributions, support well-being, and strengthen belonging including conducting leadership assessments to evaluate new and potential leaders' skillsets and enable the skill building and upskilling of their capabilities.

Main Responsibilities

Development Program Offerings, Design, and Development

• Conduct scoping analysis using the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model and apply instructional design principles to program design and development
• Collaborate with internal and external stakeholders, Subject Matter Experts (SMEs) and vendors to build learning journeys
• Curate and configure learning curriculums aligned to the program framework in the Learning Management System (LMS) before deploying to delivery team for implementation
• Establish learning objectives tied to evaluation measures to measure reaction, learning application, behaviour, Return on Investment (ROI) and metrics results
• Leverage the Centre of Excellence (COE) Learning and Development (L&D) to implement solutions that enhance Indigenous programs
• Maintain learning processes and training materials post implementation
• Contribute to identifying opportunities for program needs of targeted accelerated talent development
• Develop strategies to increase retention through analysis of data and annual stay interviews
• Create and handle career development initiatives such as mentorship, coaching and leadership programs tailored for Indigenous employees
• Facilitate leadership assessments and coordinate logistics
• Provide tools to coach identified future leaders on an ongoing basis
• Roll-out initiatives for targeted accelerated talent development
• Support targeted talent in creating and monitoring their customized development plan

Continuous Improvement

• Track program effectiveness, growth and progression of Indigenous employees, overall participation rates, and career outcomes, in collaboration with the Analyst, Data Insight, to demonstrate progress and alignment with CN's diversity and inclusion goals
• Provide updates to the Industrial Research Assistance Program (IRAP) working responsibilities and actions based on measurable targets
• Research the latest trends and best practices in leadership assessments and leadership development programs
• Identify skill gaps and provide learning opportunities to support career progression within CN
• Solicit feedback from participants and stakeholders to enhance the assessment process
• Work with and be informed on exit interviews and annual stay interviews to ensure retention strategies are aligned with shared data and feedback

• Collaborate with Human Resources (HR), business leaders, and Indigenous community representatives to ensure programs are culturally relevant and impactful
• Make recommendations and implement changes to improve programs to increase effectiveness and impact

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress.

Requirements

Experience

Leadership Development, Talent Management or Learning and Development
• Minimum 5 years of progressive experience in leadership development, talent management, or learning and development
o Demonstrated success in designing, developing, implementing, and measuring leadership development programs
o Experience working with high-potential talent pipelines and succession planning
o Facilitation, stakeholder management, and program evaluation skills
o Proven experience and network with indigenous communities' culture and history
o Human capital management experience and SuccessFactors

o Graphic design experience

Any experience for these above would be considered as an asset

Education/Certification/Designation

• Bachelor's Degree in Human Resources, Instructional Design, Education, Organizational Development, Business, Psychology, or a related field
• Certifications in leadership development frameworks or coaching (e.g., Hogan, International Coaching Federation (ICF))
• Project Management Professional (PMP) certification
