The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
The Relationship Manager – Department Partnerships serves as the primary point of contact between OIT and assigned City departments. This role ensures early engagement, consistent communication, and alignment between departmental needs and OIT’s technology products, services, and in-house solutions. The Relationship Manager supports informed decision-making by guiding departments through structured intake processes and ensuring awareness of existing solutions prior to pursuing new development or procurement.

Job Description
Essential Functions
The Relationship Manager will:
- Maintain ongoing working relationships with departmental IT managers, business leaders, and key stakeholders.
- Facilitate structured intake and discovery sessions to understand operational and technical needs, desired outcomes, and constraints.
- Translate departmental needs into clear intake summaries, problem statements, and solution pathways.
- Ensure departments review available OIT products, services, and reusable solutions prior to initiating new build or buy efforts.
- Identify opportunities to reuse existing OIT or in-house solutions to reduce duplication and improve efficiency.
- Coordinate departmental participation in pilots and support adoption following launch.
- Track relationship health indicators, risks, open issues, and follow-up commitments, ensuring timely resolution.
- Prepare written communications, status updates, and documentation for both technical and non-technical audiences.
- Participate in program-wide processes, documentation standards, and continuous improvement efforts.
- Perform other duties as assigned.
Qualifications
Qualifications
- Bachelor’s degree in Information Technology, Business Administration, Public Administration, or a related field, or equivalent experience.
- Minimum of 3–5 years of experience

- Strong interpersonal and relationship-building skills.
- Ability to analyze business processes and articulate technical needs clearly.
- Ability to communicate complex technical information in plain language.
- Experience working across organizational boundaries with multiple stakeholders.
- Strong organizational skills, attention to detail, and follow-through.
Preferred:
- Experience in public-sector or enterprise IT environments.
- Familiarity with shared services, service catalogs, or technology intake processes.
Additional Information
Salary: $90,000-$100,000
Salary cannot exceed 100,000
