The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
As a member of the OIT Oracle Enterprise Platform Practice, the Principal Applications Database Administrator is a seasoned technologist responsible for providing operational Oracle E-business applications and database services to the City. This responsibility includes functioning as a subject matter expert (SME) in Oracle E-business technology, interacting with the department of Revenue in support of the Basis2 Water Billing System. This position reports to the OIT IT Director of Data Management.
Job Description
Essential Functions:
- On-going Oracle E-Business (12.1.3) Production and SDLC lower environments Support.
- Standard Requests
- Code Migration
- Configuration/Personalization
- Concurrent Manager Configuration
- Oracle E-Business Patching (DB Tier and Application Tier)
- Performance trouble shooting and enhancement
- System trouble shooting
- User provisioning
- Standard Maintenance
- Backup/Restore assurance (Verification of scheduled and Ad hoc Backups) using Oracle RMAN and Commvault
- WINDOWS Operating System Patching
- Disaster recovery operation, testing and enhancement
- Cloning and Data Sharing
- SDLC environments refresh (planned and emergency)
- Perform encrypted data extracts for exchange with vendors
- Create yearly database for the Controller’s Office
- Create monthly full application clones for reporting
- Maintain Oracle Cloud EBS data integration
- Configure and maintain audit data capture as directed
- Research and Documentation
- Coordination and collaboration with customer and other DBAs
- Other duties as directed with the Oracle platform practice
Qualifications
- Bachelor’s Degree in one of the following subject areas: Computer Science, Business Administration, Management Information Systems, Computer Engineering, Information Technology or a closely related field.
- Five to seven years of experience in supporting the Oracle EBS platform, including 2 years of the WINDOWS Operating System.
- Any additional education, certification, and experience may substitute for the bachelor’s degree.
- Oracle certifications are a plus.

Required Competencies, Knowledge, Skills, and Abilities:
Knowledge:
- Deep Technical Knowledge of the Oracle EBS(12.1.3 and 12.2) platform running on the WINDOWS Operating System
- Oracle EBS Security
- Knowledge of other Relational Database Management Systems is a plus.
- Database Management tools (SQL Developer, Oracle Enterprise Manager, etc.)
- Windows server operating system:
- General IT security
- Backups, restores, recovery models, database shrink operations,
- Oracle database dataguard
- Indexes, index management, integrity checks, configuration, patching
- Statistics, index storage, creation, and management
Skills:
- Ability to analyze customer needs, document, and design technical solutions
- Technical documentation skills
- SQL Development – ability to write and troubleshoot SQL Code and design (stored procs, functions, tables, views, triggers, indexes, constraints)
- Documentation skills for processes and procedures (creating KBs, runbooks, architecture diagrams, etc.)
- Building highly-available and fault-tolerant enterprise database solutions
- Strong troubleshooting skills
- Strong written and verbal communication skills
- Organizational and project management skills
Abilities:
- Ability to present ideas in user-friendly language
- Self-motivated and directed, with keen attention to detail
- Able to prioritize and execute tasks in a high-pressure environment
- Experience working in a technical advisory design and deployment role
- Experience with physical and virtual server, storage, and networking
- Demonstrated technical leadership and team-building abilities

Additional Information
Salary Range: $120,000 - $134,000
Salary cannot exceed $134,000.
