Agency Description

The Office of Public Safety (OPS) was launched in 2024 to make communities safer, improve public perceptions of safety, and help communities heal from the traumas of violence. In pursuit of those goals, OPS coordinates multi-disciplinary public safety efforts across City government and with community and institutional stakeholders. Currently, OPS has over 100 staff and is home to six (6) individual offices: Office of Criminal Justice, Office of Safe Neighborhoods, Office of Reentry Partnerships, Office of Victim Advocate, Overdose Response Unit, and Town Watch Integrated Services. 

The Office of Safe Neighborhoods (OSN) implements strategies and initiatives to prevent, reduce, and end violence in Philadelphia. OSN is particularly focused on addressing gun violence. 

The Office of Criminal Justice (OCJ) advances the Parker’s Administration’s goals of public safety and community well-being through collaborative and data-driven initiatives in Philadelphia’s criminal and juvenile justice systems. 

Town Watch Integrated Services (TWIS) is a volunteer focused safety effort. Residents of the community who wish to volunteer for their community will receive assistance from Town Watch Integrated Services. 

The Office of Reentry Partnerships (ORP) was formed in August 2019 to elevate and organize citywide reentry efforts and support the Parker Administration’s goal for criminal justice reform, violence prevention, and community reinvestment.  

The Overdose Response Unit (ORU) is committed to saving lives and rejuvenating communities that have been most affected by the opioid crisis. This unit works across City departments and within city neighborhoods to lead the citywide opioid response strategies, target interventions where opioid overdoses happen most, and align City resources and share expertise across departments. 

The Office of the Victim Advocate (OVA) was opened in February 2022 to provide coordination, strategic planning, and service provision for the oversight for victims, co-victims, and survivors of crime, with a special emphasis on gun violence and homicide. 

Job Description

Position Summary 

The City of Philadelphia seeks a full-time Deputy Director to provide leadership, daily management, oversight, and coordination of the Incarcerated to Community Crisis Intervention Program (ICCIP).  

The Incarcerated to Community Crisis Intervention Program (ICCIP) of Philadelphia’s Office of Safe Neighborhoods (OSN) aims to reduce violence in correctional facilities and communities. Using a Credible Messenger model, community leaders engage individuals both in prisons and in the community. The program fosters collaboration, conflict resolution, and resource sharing between communities and facilities. 

ICCIP combats violence through outreach, case management, referrals, and community problem-solving. By establishing a trusted, non-law-enforcement presence, the program helps prevent and respond to violence while promoting positive community dynamics.  

The Deputy Director will lead the day-to-day management and strategic oversight of the ICCIP initiative, ensuring effective implementation of the program across all funded partner agencies. This includes driving the development and execution of the implementation plan, monitoring program fidelity, and ensuring alignment with established goals, objectives, and performance measures. The Deputy Director will also serve as a primary liaison between the program and key stakeholders, including City leadership, law enforcement, social service providers, and community members, to support coordinated, cross-sector collaboration and continuous improvement of program outcomes. It is important to note that the ability to be accessible during traditional and non-traditional work hours (nights and weekends) is essential to this position. The ICCIP Deputy Director reports to the CCIP Director.  

Essential Functions 

The ICCIP Deputy Director will be responsible for the oversight, development, and implementation of the, Incarcerated to Community Crisis Intervention Program (ICCIP), including, among others, the following duties:  

  • Provide strategic oversight and leadership for all ICCIP-funded agencies, ensuring program alignment with OSN’s mission, goals, and objectives. 

  •  Develop, maintain, and manage strong partnerships with a wide range of stakeholders, including law enforcement, correctional staff, training partners community-based organizations, and social service providers.  

  • Oversee the implementation and organizational structure of the ICCIP initiative, ensuring effective coordination across partner agencies. 

  •  Lead the development and maintenance of a clear and comprehensive implementation plan for ICCIP, ensuring adherence to contract scope, project objectives, policies, and protocols. 

  • Monitor and align community engagement activities with OSN’s overarching violence prevention strategy. 

  • Serve as a key liaison for all ICCIP-related contracts, ensuring compliance, coordination, and accountability. 

  • Provide timely, accurate, and comprehensive performance reports and updates to OSN leadership. 

  • Support and guide ICCIP provider agencies through regular performance evaluations, ongoing technical assistance, and capacity-building efforts. 

  • Conduct needs assessments to identify community-specific violence challenges and ensure initiatives are tailored to address those needs. 

  • Lead and evaluate training for ICCIP providers and staff, ensuring consistency, quality, and alignment with OSN standards. 

  •  Work collaboratively with program evaluators, ensuring access to timely and accurate data to support continuous improvement and assessment. 

  •  Coordinate internal and external communication strategies to clearly articulate the goals, mission, and impact of ICCIP to the community and key stakeholders. 

  • Foster a collaborative and supportive team environment to reduce staff turnover and promote professional growth. 

  •  Monitor and evaluate program effectiveness using data analysis and performance metrics to drive strategic adjustments and improve outcomes. 

  •  Represent the City of Philadelphia and OSN at meetings, public events, and in the media, serving as a key spokesperson and advocate for the ICCIP initiative. 

  • Build on partnerships with existing Criminal Justice Stakeholders, including but not limited to Philadelphia Municipal Court, Court of Common Pleas (Criminal Division), Family Court, Office of the Sheriff, Philadelphia Department of Adult Probation and Parole, Juvenile Probation, The District Attorney's Office, Philadelphia Police Department, and the Philadelphia Department of Prisons.   

  • Oversee the duties of ICCIP Program Specialist(s). 

  • Other duties assigned by CCIP Director.  

Competencies, Knowledge, Skills, and Abilities 

A successful applicant should: 

  • Understanding of the criminal justice system, prison regulations, inmate classification, and reentry processes. 

  • Demonstrates ability to manage multiple projects, estimate timelines, rework a project approach based on unforeseen challenges, work well under pressure, and set/meet reasonable deadlines. 

  • Ability to explain policies and initiatives concisely to City leaders, write and speak clearly, and cultivate effective communication among team members.  

  • Familiarity with trauma-informed care, motivational interviewing, cognitive behavioral interventions, and other evidence-based models. 

  • Ability to work with various people and personalities, listen and ask questions to identify policy opportunities, and cultivate strong relationships to ensure seamless collaboration and continued project support. 

  • Ability to generate actionable, ethical solutions, have integrity, and address people's real needs. 

  • Ability to see opportunities, navigate barriers, be self-directed, and problem-solve solutions that enhance the City's deliverables, processes, and practices. 

  • Knowledge of Philadelphia neighborhoods with an emphasis on the Philadelphia Police Department's Pinpoint areas   

  • Ability to work in crisis situations in a professional and mature manner.  

  • Knowledge of Philadelphia including dynamics of wide array of different communities and neighborhood; familiarity with the stakeholders involved in Philadelphia criminal justice system.  

  •  Fluency with Microsoft Office programs including Word, Excel, Powerpoint, and Outlook, and other computer-based communications, functions, and platforms, and ability to learn new software systems  

  • Ability to multi-task, prioritize, and manage multiple activities in a fast- paced environment, including managing peoples’ involvement in complex projects 

Work-Life 

Working hours are generally 37.5 hours per week. All employees report in-office five (5) days per week. 

Qualifications

Preferred Education:  

  • A bachelor’s degree in Social Work, Criminal Justice, Public Health, or a related field is required.  

  • At least (5) years of full-time equivalent experience performing professional-level work in one or more of the following areas: 

  • Experience in federal- and state-funded, locally delivered community service programs or outreach. 

  • Experience in direct supervision of employees, preferably three years of experience. 

  • Experience working with justice-involved populations demonstrated knowledge of challenges facing justice-involved populations. 

  • Experience in working in violence prevention, public health, and social work-related fields

Salary Range: $75,000 - $85,000
