The General Manager (GM) S. KOREA is the most senior leadership position, with ultimate responsibility for the long-term prosperity of the business they head, ensuring that operations run smoothly, according to company policies, and overall applicable regulations/legislation in its area of coverage. The General Manager is the local face of Biogen and is accountable for the local establishment and enhancement of Biogen's global corporate brand with Biogen GM Accountability model.

The General Manager, as a member of the APAC Leadership Team, has legal and fiduciary responsibilities, ensuring Biogen's compliance with all internal policies and practices as well as adherence to external laws and regulations. As leading the S. KOREA Leadership Team, the GM is also responsible for aligning and driving people, site and workplace priorities across the diverse regional and international teams.

The General Manager's main responsibility is to lead his/her team to achieve performance goals in a legal and compliant manner, while acting as the main Legal representative of the local company. The General Manager is the ultimate responsible for the business decisions made in his/her region and is subject to the Biogen Accountability Model

  • Strong Leadership to achieve the agreed long-term objectives and annual performance goals for S. KOREA in compliance with all local laws, regulations and codes and internal Biogen policies, procedures and compliance rules.
  • The GM understands Biogen's global corporate strategy and tactics and is accountable for its execution locally
  • The GM is accountable for driving a culture of excellence and achieving operational excellence by developing talent and continuing to build key capabilities to support growth and minimize compliance risk through improved processes and appropriate governance.
  • The GM manages and/or works with core and supporting functions to ensure that the deliverables are on plan and on track; being accountable for ensuring high quality execution and that metrics for measurement of core activities are in place.
  • The GM is responsible for also creating a culture of inclusion, speak-up and compliance in his/her area.

  • Business Performance: The GM oversees the setting and execution of business strategy, ensuring it is adequate and appropriate to meet objectives. The GM provides the necessary conditions to achieve the business strategy, and is accountable for achieving agreed annual business targets including revenue, contribution, expenses, and is aligned with the corporate marketing/brand strategy. While GM is responsible for the overall Business Performance, The GM also understands and must follow the segregation of duties and the different roles and objectives of each Area of the organization, mainly but not only, commercial and medical activities.
  • Customer Excellence & Operations: The GM oversees the setting and execution of the customer engagement strategy in alignment with the compliance, business dynamics, customer intelligence, omnichannel management.
  • Value & Market Access: The GM is accountable for facilitating and maximizing appropriate market access for all products (right volumes, price point), securing market access at prices [approved by Comm Ops/ Pricing Committee], and managing prices and tenders over time to maximize brand performance. The GM ensures that the team is trained to meet the requirements of local market access processes and that they understand internal procedures around pharma-economic submissions and pricing. The GM also works as a liaison to ensure effective communication with Global & Regional Market Access on topics including changes to local procedures and market access requirements, pricing actions within market, information requirements from reimbursement authorities, and best practice sharing. All V&A and Market Access activities should strictly follow the limits of local laws and regulations.
  • Medical : The GM is accountable for ensuring that all medical activities including execution or EAP/ CMAP medical access programs are in line with global/regional and local company strategy, enabling the Medical team to be the partner of choice for the external stakeholders and serve as internal medical/science expert contributing to the development of a coherent business strategy, providing excellent scientific and technical support for the business, and collaborating with local, regional and global functions to identify and address unmet medical needs. The GM and his/her local medical team collaborate with regional and global medical and R&D functions in its scientific goals and in identifying partnering opportunities to support the globalization of Biogen's corporate brand as a company committed to innovation in medical science, and local data generation studies. While in this specific function the GM acknowledges the segregation of duties, the objectives, and individual goals and roles of the Medical Team, always respecting the key medical activities that remain global accountable and the independent "dotted line" management of the regional medical lead over medical personnel and activities. The GM ensures that medical team operates within medical affairs legal and compliance framework at all times.
  • Human Resources: The GM ensures that the people in his/her area have excellent capabilities, are motivated, and properly directed to achieve their best within their scope of responsibilities. In close cooperation with HR, the GM ensures excellent quality within the team: staffing, developing, and managing an environment of disciplined risk taking, inclusion/diversity and speak-up culture, favoring the creation of new ideas and best practice sharing. In a close cooperation with HR the GM is accountable for all local internal issues, policies, and decisions, e.g., business planning, HR policies and people management.
  • Legal, Compliance and ensuring Standards & Governance: The GM ensures that the official, fiduciary, and legal responsibilities of the General Manager role are properly executed and compliance risk is minimized in all aspects of these responsibilities, both internally (for example complying with the Code of Business Conduct, Anti-Bribery and Anti-Corruption policies, provisions in insurance policies, and all other internal applicable SOPs and Policies existing in the Organization (not only Legal or Compliance), and externally (e.g., adhering to regulatory requirements, codes of pharmaceutical practice, financial and tax law, health and safety law), bringing to the attention of Legal and/or Compliance any wrongdoing by competitors or any emerging legal risks. The GM is responsible for ensuring Compliance with the Company's record retention and archiving policies. The GM is responsible for ensuring that all employees and contractors receive and complete internal or external required compliance training. It is expected that the GM has a full understanding of the laws and rules applicable to the operation of the business compliantly and will ensure that he/she will keep himself/herself current and updated with developments and changes to those. It is expected that the GM establishes a governance structure to keep the GM informed regularly of the status of the governance and compliance of his organization and acts immediately to address any gaps or concerns brought to his/her attention in accordance with the Biogen Code of Business Conduct and appropriate compliance standards. The GM is accountable for ensuring that the affiliate has sufficient resources allocated to execute all external stakeholder engagements and other activities compliantly.
  • Safety and Risk-Management, Regulatory Affairs, Clinical Operations: The GM is accountable for compliance with national and regional law and regulation on adverse event reporting, product labelling and regulatory filings. The GM is responsible for the proper conduct of clinical studies and in ensuring that clinical studies sponsored or financed meet appropriate legal, ethical, and regulatory standards. The GM is responsible for the relationship with all competent national regulatory bodies.
  • Finance: The GM manages the profit and loss (P&L) contribution target and is accountable for all local internal issues, policies, and decisions - e.g., budgeting, and financial forecasting/reporting - as well as adherence to those policies and procedures. To achieve this, the GM makes sure that adequate operational planning and financial control systems closely monitor the operating and financial results against plans and budgets, and takes remedial action where necessary. The GM is responsible for ensuring all external statutory requirements are met in accordance with local requirements. The GM is accountable for adhering to US Generally Accepted Accounting Principles - e.g., revenue recognition, expense cut-off - for Biogen Reporting, as well as to any other applicable finance policies and obligation of his/her affiliates/countries.
  • Supply Chain and Logistics: The GM is responsible for ensuring that forecasting is accurate and well-informed, so that the supply chain can be managed effectively and consistently at a central or regional level. The GM is responsible for ensuring compliance with any legal obligation to provide medicines to the public at a local level, whilst balancing the need for Biogen to operate as leanly as possible. The GM is locally accountable for compliance with an applicable stock management or allocation policy. The GM is responsible for local management of third party logistics providers. The GM is also responsible to represent Biogen on before the local Authorities related to Supply/Logistics, Customs and Import/Export agents. The GM as the representative must report to the Authorities in a timely manner, in those cases determined by local regulations.
  • Public and Government Affairs: The GM promotes Biogen's corporate brand in the local market and ensures productive relations with country authorities, e.g., establishing and maintaining productive relationships with local healthcare organizations, other biotech and pharmaceutical organizations, distribution partners, medical collaborators, patient and healthcare-professional organizations, government authorities and bodies. The GM acts as liaison with Biogen's regional government affairs function, ensuring that priority issues are addressed in relevant local fora, such as industry association meetings, and referring to the function any emergent issues that could have an extraterritorial or long-term impact. The GM should be an active representative of Biogen's global interests in relevant national industry associations. While in this specific function, mainly but not only when dealing with Patient Associations, the GM acknowledges the segregation of duties, the objectives, and individual goals and roles of the Patient Advocacy Team.
  • Information Technology, Facilities and Procurement: The GM ensures that sufficient infrastructure is in place to facilitate productivity that facilities are conducive to a working environment which meets the requirements of local employment laws and that all corporate policies are met around purchasing and facility management. The GM also ensures that facility management is fully updated on any facility needs or changes, e.g., need for new facility, issues with lease, and issues with animal rights groups. The GM ensures that local decisions on IT systems and procurement are made consistently with global and/or regional efforts to secure economies of scale and necessary standardization, according to all internal policies and procedures and following local laws and regulations. Ensure Data Privacy compliance with applicable rules and legislations is under the GM responsibility as well.

Qualifications:

  • A minimum of 15+ years' experience in commercial and/or other management roles in pharmaceuticals/biotechnology, of which P&L experience of at least 5 years, preferably experience in a GM role previously.
  • A proven track record of successfully managing and developing teams for high performance.
  • Must have thorough knowledge of all aspects of product commercialization with strong scientific orientation, as well as successful product launches.
  • Proven on the ground experience in the market is key, as well as knowledge of the market, regulatory, compliance and healthcare environment.
  • Knowledge of specialty pharmaceuticals in complex healthcare systems
  • University Degree in economics, medicine or a life science related discipline preferred.
  • Fluent in English and at least one of the local languages in the region
  • Demonstrated ability to communicate and influence at senior executive level
