Project Overview:
We are building high performing teams to deliver complex EPC heavy civil project and looking for motivated, hands-on, collaborative innovators, doers, and problem solvers. The projects are hydro power generation with scopes including roadway development, significant structures including dams, spillways, tunnel waterways, inlet/outlet structures, hydromechanical equipment, mechanical and electrical systems, and site facilities and buildings. Job Summary:
The Supply Chain Manager is responsible for leading the commercial execution of project supply chain activities, with primary emphasis on contract formation, subcontract management, procurement strategy, commercial risk management, and administration of major project commitments. The position serves as the principal commercial advisor to the project management team and provides leadership across contract development, procurement planning, supplier engagement, subcontract administration, and supply chain governance.
The Supply Chain Manager develops and implements project sourcing strategies, contracting plans, execution procedures, staffing plans, and commercial objectives to ensure project requirements are achieved safely, ethically, and in accordance with company procedures and contractual obligations. The role provides management oversight of procurement, contracts, supplier performance, logistics interfaces, and field supply chain activities while maintaining alignment with project cost, schedule, quality, and risk objectives.
Major Responsibilities:
Subcontracts
- Direct the planning, formation, negotiation, award, administration, and closeout of construction subcontracts, service agreements, consulting agreements, and major procurement commitments.
- Develop commercial terms and conditions, special contract provisions, and risk allocation strategies.
- Lead commercial negotiations for high-value and strategically significant contracts.
- Ensure effective administration of awarded contracts, including change management, claims management, payment certification, correspondence, and dispute resolution.
- Guide project teams on contractual rights, obligations, remedies, and commercial exposures.
- Support prime contract administration activities and ensure subcontract strategies are aligned with prime contract obligations and flow-down requirements.
Procurement and Supply Chain Strategy
- Develop project sourcing principles, bidder strategies, packaging plans, and procurement execution approaches.
- Evaluate market conditions and supplier capabilities to optimize commercial outcomes.
- Lead sourcing decisions on critical equipment, materials, and subcontracted works.
- Establish acquisition plans that support project schedule milestones and execution priorities.
- Drive strategic supplier relationships and long-term commercial partnerships.
Risk Management and Governance
- Identify, assess, and mitigate commercial risks associated with procurement and subcontracting activities.
- Lead commercial reviews of major commitments and award recommendations.
- Ensure compliance with company procedures, delegation of authority requirements, and supply chain governance processes.
- Review and approve commercial evaluations, sole-source justifications, commitment authority packages, and award recommendations.
- Monitor commercial performance indicators and implement corrective actions when necessary.
Project Integration
- Collaborate closely with engineering, project controls, construction, startup, and operations teams to align commercial decisions with project execution requirements.
- Support project estimates, proposals, and business development activities through market intelligence and contracting expertise.
- Participate in constructability reviews, execution planning workshops, and risk reviews.
- Ensure supply chain activities support engineering release schedules and construction workfront priorities.

- Lead and develop teams of contracts professionals, procurement personnel, and project supply chain staff.
- Provide technical guidance and mentoring in contract formation, administration, negotiations, claims management, and commercial governance.

Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience

- Expert contract negotiation and administration skills.
- Strong commercial judgment and business acumen.
- Advanced understanding of procurement and subcontracting strategies.
- Ability to evaluate complex commercial and contractual risks.
- Strong communication, influencing, and stakeholder management skills.
- Ability to lead negotiations with senior executives, customers, suppliers, and contractors.
- Proven ability to resolve complex commercial issues under schedule pressure.
- Strong analytical, financial, and problem-solving capabilities.
