Project Overview:

Bechtel's Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. M&T is an exciting and growing business unit that serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets. Job Summary:

The position develops and sustains relationships across the region's local labor and workforce development ecosystem and serves as the connective bridge between community and workforce development organizations and the union hiring halls that dispatch the project's craft workforce. In doing so, the role advances the project's local hire objectives, First Source hiring commitments, and community engagement goals, helping ensure the region's workforce pipeline connects effectively to the project's craft demand throughout the life of the project. #LI-MJ1

Major Responsibilities:

Build and maintain trusted working relationships across the project's local labor and workforce program, including public agencies, economic development organizations, workforce intermediaries, the regional building and construction trades council and affiliated craft unions, and state and regional workforce and training organizations.
Serve as the day-to-day link between community and workforce development organizations and the union hiring halls, aligning local sourcing pipelines with the project's craft manpower needs.
Support the project's local hire strategy and First Source hiring commitments; coordinate referrals, track local participation, and help remove barriers to entry for local candidates.
Plan and support stakeholder events, including meet and greets, information sessions, hiring events, and community open houses that connect local workforce partners, union halls, and the project team.
Represent Bechtel professionally in external forums, working groups, and community meetings; capture commitments, action items, and follow ups.
Partner with Labor Relations, Craft Recruiting, Workforce Development, and Communications to ensure consistent messaging and a coordinated approach to local labor and community engagement.
Maintain stakeholder maps, contact records, and engagement logs; support reporting on local hire and community engagement metrics for project and owner reviews.
Support compliance with project hiring requirements and applicable hiring and labor reporting obligations in coordination with Labor Relations.
Monitor local labor market conditions, training provider capacity, and community interests; surface risks and opportunities to project leadership.
Escalate sensitive matters appropriately and help maintain strong, positive labor and community relations.
Strong relationship building and interpersonal skills, with the ability to establish credibility and trust across diverse stakeholders, including public agencies, community organizations, labor unions, and corporate partners.

Working knowledge of workforce development, community engagement, and/or labor relations in a construction, industrial, or large project environment.
Excellent verbal and written communication skills, including facilitation, public speaking, and the ability to represent the company professionally in external and community settings.
Strong organization and coordination skills; able to manage multiple stakeholders, events, commitments, and follow ups simultaneously.
Sound judgment and discretion in handling sensitive, confidential, and politically nuanced situations.
Highly motivated and able to work independently, take initiative, and operate effectively in a fast paced, evolving project startup environment.
Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, Teams) and comfort maintaining trackers, stakeholder maps, and reports.
Knowledge of the Central New York regional labor market and workforce ecosystem is a strong advantage.

Education and Experience Requirements:

  • Bachelor's degree in a related field, such as public administration, community or economic development, labor / industrial relations, communications, or business, and 8-10 years of relevant experience in stakeholder engagement, workforce development, community affairs, government relations, or labor relations; or an equivalent combination of education and experience.
  • Valid driver's license and the ability to travel locally to stakeholders, agency, union hall, and community locations.


Required Knowledge and Skills:

  • Experience on large construction, infrastructure, or industrial projects.
  • Existing relationships within the Central New York workforce, labor, or economic development community.
  • Experience supporting local hire, First Source, diversity, or community benefit programs.
  • Bilingual capability is a plus
