Project Overview:

Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel's scope of service in Sentinel's current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.

A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Job Summary:

This position supports daily operations of the Sentinel project controls cost team with a strong focus on cost engineering and financial reporting. This position requires someone to be comfortable working independently on complex issues, coordinating across functions, and reporting to management and various internal/external stakeholders on progress and performance for the project. The position will support the team in creating, planning, and facilitating review and approval of various project cost deliverables. #LI-EH1

Major Responsibilities:

  • Coordinates the development, multi-discipline inputs, checking, reviews, and approvals of funding, invoicing, and financial processes and deliverables.
  • Interfaces with designated Bechtel management and client counterparts for cost presentations.
  • Performs data analysis, identifies issues, and makes recommendations.
  • Prepare, maintain, and present the project cashflow and funding deliverables that are issued to the client.
  • Prepares and presents cost engineering information.
  • Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements.
  • Reviews and analyzes comparisons of scope, quantities, performance and cost data.
  • Identifies trends and supports the change control program.
  • Provides comments and recommendations for cost engineering requirements.
  • Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identified areas of risk.
  • Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of cost estimates and control.
  • Reviews labor estimates for reasonableness.
  • Supports requested development of timely and competent trend estimates.
  • Supports project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
  • Supports the timely and competent performance of cost control activities.
  • Supports cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or a high school diploma or equivalent and 12-14 years of relevant work experience


Required Knowledge and Skills:

  • Must be a US Citizen.
  • Must be able to complete and pass a pre-employment drug screen and background check that includes verification of employment, education, and travel.
  • Demonstrated ability to plan, organize, perform, review, and present cost engineering and cost estimating products with minimal supervision using a high level of professional judgment and knowledge.
  • Skilled in oral and written communication.
  • Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis.
  • Advanced proficiency with Microsoft Excel data analysis functions.
  • Experience in Project Controls with an advanced level understanding of Project Controls general technical skills and tools.

Preferred Knowledge and Skills
  • Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience.
  • Knowledge of engineering, procurement, material and craft performance methods and reporting (e.g., EPPR, BPS, COCO, and establishing and effective QURR process).
  • Work experience with compliant Earned Value Management System on a US Government project.
  • Bechtel Project Financial Status Report (PFSR) preparation and presentation experience.
  • Proficiency with cost processor software (e.g., Hyperion, Cobra, EcoSys, etc.)
  • Experience with change management such as baseline change proposals and trending.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Experience in multiple Project Controls roles and disciplines or other functions.
