Job Summary:

The M&T Construction Workface Effectiveness (CWE) Manager serves as the functional leader for all CWE programs across M&T (Manufacturing & Technology) construction projects, holding end-to-end accountability for program execution, governance, continuous improvement, and performance measurement. This role leads two integrated program areas, Operations Excellence and Professional Development, ensuring that construction productivity improvement initiatives and workforce capability programs are deployed consistently, measured rigorously, and aligned with Bechtel Construction and M&T strategic objectives.

The CWE Manager operates as a strategic advisor to project and functional leadership, driving measurable improvement in craft productivity and Direct Work while building the technical and supervisory capability of the M&T construction workforce. The role reports into the M&T Manager of Construction with functional reporting to the Corporate CWE Manager, and partners closely with M&T project executives, Corporate Construction, and Human Resources to advance workface effectiveness across the enterprise. #LI-SM2

Major Responsibilities:

  • Lead deployment and execution of CWE operational improvement programs across all M&T projects, ensuring consistent application of methodology and standards.
  • Drive construction productivity improvement through productivity analysis, Time-on-Tools assessments, Direct Work Analysis (DWA), Lean Construction methodologies, constraint identification and mitigation, and Workface Planning effectiveness assessments.
  • Develop, monitor, and report project and organizational performance metrics that track progress against CWE program objectives.
  • Establish KPI frameworks, scorecards, and benchmarking approaches to measure program success and project performance across the M&T portfolio.
  • Identify emerging trends, risks, and opportunities through data analytics, and recommend improvement strategies to project and functional leadership.
  • Partner with Corporate Construction and project leadership to identify and implement ongoing performance improvements and fit-for-purpose tools and techniques.
  • Lead execution and continuous enhancement of all CWE professional development programs, including Construction Onboarding, Construction@Bechtel, ConstructionTech@Bechtel, and ConstructionSupervisors@Bechtel.
  • Ensure consistency, adoption, and effectiveness of training and development programs across all M&T projects.
  • Partner with project leadership, functional managers, and HR to identify capability gaps and workforce development needs.
  • Measure training effectiveness and business impact through defined KPIs and performance indicators.

Additional Major Responsibilities

  • Maintain functional documentation, analysis and reporting templates, and procedures that support program quality and consistency.
  • Serve as a strategic advisor to project and functional leadership teams on workforce effectiveness and productivity strategy.
  • Influence organizational priorities and drive change across the M&T organization without direct authority.
  • Build strong partnerships across functions and projects, including Corporate Construction, HR, and project management, to achieve shared business objectives.
  • Establish annual goals, performance measures, and execution plans aligned with M&T Construction and Corporate Construction strategic priorities.
  • Present performance insights, recommendations, and program outcomes to M&T senior leadership, including the Corporate CWE Manager and M&T project executives.
  • Provide oversight, coaching, and direction to CWE program leads and team members supporting Operations Excellence and Professional Development initiatives.


Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) in Engineering, Construction Management, or a related technical discipline and 10-13 years of relevant experience or 14-17 years of relevant work experience.
  • Demonstrated experience leading construction productivity improvement or workforce effectiveness programs.
  • Experience developing and managing KPI frameworks, scorecards, and performance measurement systems.
  • Demonstrated ability to lead teams, programs, or cross-functional initiatives without direct authority.
  • Strong written and verbal communication skills, with experience presenting to senior leadership.
  • Willingness to travel up to 25% to support M&T project sites.


Required Knowledge and Skills:

  • EPC (Engineering, Procurement, and Construction) industry experience on large capital projects.
  • Experience with Lean Construction, Six Sigma, or related continuous improvement methodologies.
  • Experience leading both operational performance improvement and professional development or training programs.
  • Advanced degree in Construction Management, Engineering, or Business Administration.
  • Familiarity with data analytics tools and platforms used for construction performance measurement.
