Project Overview:

Fab 62 is an advanced semiconductor fabrication facility for Intel Corporation, located at Intel's Ocotillo campus in Chandler, Arizona. As part of this work, the M&T team is responsible for delivering the engineering, procurement, and construction scope required to complete and finish-out a leading-edge chipmaking facility - a highly demanding environment where precision, cleanliness, schedule certainty, and coordination across thousands of craft and professional personnel are essential to success. The project supports the continued expansion of domestic semiconductor manufacturing capacity, contributing to a more resilient technology supply chain while creating significant opportunity for the local Arizona workforce. Joining the Fab 62 team means contributing directly to one of the most strategically important construction efforts in the United States and helping deliver the infrastructure behind the next generation of microelectronics.

Job Summary:

In this role on a major construction project you will lead the implementation of surveillance activities for the project Quality Management System (QMS) and report to the Project Quality Manager at the project site location. You will lead reviews and determine applicable quality requirements, report new or revised regulatory requirements, monitor non-conforming conditions, and determine the sufficiency of corrective actions. Your recommendations and leadership will assist in the resolution of complex issues and mitigate performance risk. #LI-SM2

Major Responsibilities:

  • Leads and supervises quality surveillance activities covered by the QMS and the project quality plan (PQP) and requirements including pre-award assessments of potential suppliers.
  • Leads reviews and determines surveillance program compliance with the QMS.
  • Establishes and leads Surveillance teams.Prepare annual project Surveillance schedule.
  • Prepares and/or supervises development of Surveillance reports.
  • Assesses and monitors all project functions, including project management, engineering, procurement, construction, commissioning, and startup.
  • Reviews and monitors nonconforming conditions and associated corrective actions to ensure quality program effectiveness.
  • Reviews and determines applicable quality requirements for inclusion in selected engineering, procurement, and construction (EPC) surveillances.
  • Reviews and reports on project-associated quality-related procedures and execution plans for compliance with project contract, procedures, and requirements.
  • Reviews and determines compliance with project quality control inspection and test plans.
  • Supports cause analysis in conjunction with other project personnel to develop corrective action plans which assist in the resolution of complex issues.
  • Reviews and reports on new or revised project design documents, procedures, and requirements and incorporates them into surveillances.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience


Required Knowledge and Skills:

  • Extensive knowledge of ISO 9001 standard requirements.
  • Demonstrated experience in leading surveillances throughout the full life cycle of a project.
  • Knowledge of Quality assurance requirements, and their application to all functions on project, including project management, engineering, procurement, construction, commissioning, and startup.
  • Demonstrated proficiency in implementation and management of quality assurance programs.
  • Demonstrated knowledge of EPC industry application of quality assurance standards.
  • Knowledge of techniques for surveillances, event investigation, cause analysis, human performance, and corrective action.
  • Proven record of interfacing with supervisors, including interfacing with supervisors in other functions on project, and customer quality representatives.
  • Demonstrated knowledge of design, procurement, construction, startup, commissioning requirements and procedures.
  • Demonstrated knowledge of current construction industry trends, innovations, and regulatory requirements for industry.
  • Successful track record of supervising project teams.
  • Previous experience in planning and conducting quality surveillances related to the execution of major industrial construction.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Ability to work efficiently and with minimal supervision.
  • Demonstrated ability to work with people with varied backgrounds and perspectives.
  • Advanced written and verbal communication skills.
  • Proficient in the use of Microsoft Suite of tools.
