Project Overview:
Bechtel Manufacturing and Technology (M&T) is an exciting and growing business that serves the increasing demand of EPC services for customers in the Data Centers, Semiconductor, Pharmaceutical and Electric Vehicle (batteries, charging infrastructure, and production), markets. This position is a full-time, on-site project assignment at the Clay, New York jobsite. Field commissioning and start-up work requires consistent on-site presence consistent with the project schedule.
Job Summary:
The Lead Process/Piping CSU Engineer leads the discipline CSU team responsible for high-purity process and utility systems (specialty gases, chemicals, slurry, ultrapure water, and waste) during commissioning and start-up of the semiconductor fabrication facility. The role plans and supervises discipline execution from construction completion through system turnover to operations, ensuring work is performed safely, on schedule, and to design intent.
Owns the planning, supervision, and execution of CSU for high-purity process and utility systems (specialty gases, chemicals, slurry, ultrapure water, and waste) on the F20 project - including discipline procedures, test packages, team direction, system walkdowns, and the discipline's readiness and turnover recommendation. Accountable for the discipline's safe and quality execution within the CSU plan set by the Commissioning Manager.

• Troubleshooting & Diagnostics: Resolve complex failures involving computer hardware, network routers, switches, and software interfacing directly with control equipment. #LI-AA1
Major Responsibilities:
Discipline Leadership & Execution
• Direct pressure/leak testing, purging, passivation, and qualification of high-purity process, UPW, gas, and chemical systems.
• Oversee containment, detection/abatement, and purity verification prior to introduction of hazardous media.
Team & Project Responsibilities
• Lead and supervise the discipline CSU team; assign work, mentor engineers, and manage productivity and accountability.
• Own discipline planning: sequences, test plans, procedures, resources, and tools.
• Integrate discipline commissioning logic into the project schedule and turnover milestones with Project Controls and Construction.
• Review and approve discipline test packages, procedures, and turnover documentation.
• Manage system interdependencies and interfaces with other CSU disciplines and the client; report discipline status, risks, and mitigations to CSU management.
Scope Boundaries & Limitations
To prevent overlap and overreach between adjacent CSU roles, this position operates within the following boundaries:
• Authority is limited to the process/piping CSU scope; does not direct other disciplines' execution. Cross-discipline conflicts are escalated to the Deputy or Commissioning Manager.
• Does not modify design, equipment configuration, or installed scope. Design questions and field changes are routed through Engineering / Management of Change (MOC).
• Does not rebaseline or unilaterally change the project schedule; schedule and sequence changes are coordinated through Project Controls.
• Does not authorize energization, system isolation, or LOTO removal independently; all energization proceeds only under an approved LOTO/energization permit.
• Does not make commitments or acceptance agreements to the client; client-facing acceptance is owned by the Commissioning Manager.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
- Minimum of 10 years of commissioning and start-up experience in industrial, high-tech, or cleanroom facilities, including team leadership.
Required Knowledge and Skills:
• Deep discipline knowledge and hands-on commissioning experience in the relevant systems.
• Proven ability to lead and mentor a field CSU team and manage to schedule and turnover gates.
• Strong understanding of CSU processes: test packages, system turnover (green tag to blue tag), and safe systems of work.
• Working knowledge of LOTO and energization permitting.
• Excellent coordination and communication skills with construction, engineering, vendors, and client.
• High-purity systems experience - ultrapure water (UPW), bulk and specialty gas, and chemical distribution - with SEMI / AGS qualification, passivation, and purity verification.
