Project Overview:

Bechtel's Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. Job Summary:

Leads civil field engineering activities for assigned work areas, including coordination of workface planning, technical field support, construction readiness, installed-work verification, and resolution of field engineering issues. Provides day-to-day direction to civil field engineers and interfaces closely with superintendents, craft professionals, subcontractors, survey, quality, engineering, procurement, project controls, and other disciplines to maintain safe, efficient, and compliant execution. Ensures construction activities are performed in accordance with approved drawings, specifications, quality requirements, project procedures, and schedule priorities while supporting timely turnover and continuous improvement. #LI-ME1

Major Responsibilities:

Leads civil field engineering activities for assigned construction areas by planning, coordinating, and supporting execution of earthwork, undergrounds, foundations, concrete, rebar, embeds, anchor bolts, structural interfaces, and related CSA scope.

Provides day-to-day technical direction, coordination, and mentoring to civil field engineers to help them resolve field issues, maintain documentation quality, and support safe, efficient, and compliant execution of assigned work.

Applies the Advanced Work Packaging process to support construction-driven planning, define workface constraints, and guide the development, review, sequencing, and maintenance of Installation Work Packages, work plans, field sketches, material takeoffs, quantity tracking tools, and technical workface planning documents.

Coordinates with superintendents, craft professionals, subcontractors, survey, quality, engineering, procurement, project controls, and other disciplines to confirm labor, materials, drawings, access, permits, inspections, and equipment are ready before work begins.

Reviews issued-for-construction drawings, specifications, models, vendor information, and project requirements to identify constructability issues, support RFIs, evaluate field changes, and provide timely technical input for design and construction resolutions.

Verifies layout, elevations, quantities, materials, embeds, anchor bolts, reinforcing steel, formwork, concrete placements, and installed work to confirm compliance with approved drawings, specifications, quality requirements, and project procedures.

Supports short-interval planning, look-ahead schedules, constraint management, progress measurement, quantity reporting, and construction readiness reviews by providing accurate field engineering status and issue resolution support.

Leads coordination of material availability, receiving, storage, preservation, and field delivery requirements to ensure required materials are available in the correct sequence and condition to support planned construction activities.

Supports inspection and test planning, quality verification, turnover documentation, punch list resolution, nonconformance disposition, corrective actions, and field documentation closeout to ensure completed work is ready for turnover.

Monitors field execution to confirm construction teams are using current drawings, specifications, procedures, permits, quality documents, and approved work packages, and communicates updates when documents change.

Identifies and communicates safety, quality, schedule, material, design, and constructability risks early; recommends practical field solutions and escalates issues requiring management, engineering, or cross-functional action.

Promotes Bechtel's Zero Accident Philosophy, environmental requirements, continuous improvement, accountability, and a collaborative field engineering culture across assigned work areas.

Education and Experience Requirements:

  • Requires a bachelor's degree in Civil Engineering, Construction Management, or a related technical discipline and typically 8-10 years of relevant experience, or 12-14 years of relevant work experience in lieu of a degree.
  • Prior field engineering experience on large industrial, semiconductor, manufacturing, infrastructure, or similarly complex construction projects is preferred.


Required Knowledge and Skills:

  • Advanced working knowledge of civil and CSA construction methods, including earthwork, excavation, backfill, underground utilities, foundations, concrete, reinforcing steel, embeds, anchor bolts, structural interfaces, and architectural coordination points.
  • Knowledge of Advanced Work Packaging principles and field engineering processes, including construction-driven planning, constraint removal, workface readiness, Installation Work Package development and sequencing, field sketches, material takeoffs, quantity tracking, progress measurement, field documentation, and turnover support.
  • Proven ability to lead civil field engineering activities by assigning priorities, coordinating technical support, coaching field engineers, and maintaining alignment with construction execution needs.
  • Strong ability to read, interpret, and apply issued-for-construction drawings, specifications, standards, models, vendor drawings, survey data, quality requirements, inspection and test plans, nonconformance processes, corrective actions, and project procedures to field execution decisions.
  • Ability to coordinate effectively with superintendents, craft professionals, subcontractors, engineering, survey, quality, procurement, project controls, and other disciplines to resolve issues, remove constraints, maintain workface readiness, and support schedule interfaces, quantity reporting, change management, and applicable Bechtel Standard Application Programs or project systems.
  • Skilled in identifying field constraints, constructability issues, design conflicts, material shortages, sequencing concerns, and execution risks; develops practical solutions or escalation paths before work is delayed and communicates with sound judgment, attention to detail, leadership presence, and commitment to safety, quality, environmental compliance, teamwork, and continuous improvement.
