Job Summary:
Bechtel is seeking an experienced Ethics & Compliance Officer to lead the Ethics & Compliance (E&C) program for its Manufacturing and Technology business group (M&T). This role serves as a trusted advisor to business management and project leadership, ensuring strict compliance with Bechtel's Vision, Values & Commitments as well as its Code of Conduct, both of which promote a strong culture of integrity and accountability.
The successful candidate will be responsible for managing the day-to-day operation of M&T's Ethics & Compliance program, leading compliance reviews, developing and delivering training, monitoring program effectiveness, and providing strategic guidance to project leadership on ethics and compliance matters. The candidate will also liaise with E&C investigators and HR professionals involving matters within M&T to collaborate on any appropriate remediation efforts.
This position works closely with project management, functional leadership, subject matter experts, the legal department and external stakeholders, including client counterparts to maintain an effective and proactive compliance environment.
This is a full-time position designated as part-time telework (hybrid) per our global telework policy and will require three days of in-person attendance per week at the assigned office (Houston, TX or Reston, VA). Any work-related travel will count towards your in-office requirement. Weekly in-person schedules will be based on various work-flows and determined by the individual and their supervisor, in consultation with functional or project leadership.
Major Responsibilities:
Key Responsibilities
- Lead and manage M&T Ethics & Compliance program.
- Promote a culture of integrity and ethical conduct consistent with relevant Bechtel policies.
- Collaborate with E&C investigators and HR personnel related to suspected violations of the corporation's ethical standards, applicable regulations and corporate policy issues.
- Review and assess conflict of interest determinations.
- Monitor and assess Bechtel's Ethics HelpLine activity related to M&T, identify trends, and recommend corrective actions.
- Develop and deliver compliance training programs for employees and leadership.
- Conduct compliance assessments, audits, and program reviews.
- Analyze metrics and prepare reports, presentations, and recommendations for senior leadership.
- Support employees who wish to report potential violations of the Bechtel standards of conduct.
- Leverage ethics and compliance expertise to proactively identify and mitigate risk by developing targeted training, education, and awareness initiatives that help prevent E&C issues before they arise.
- Partner with the M&T Strategic HR Business Partner and M&T Employee Relations Manager to identify opportunities and drive continuous improvement across the GBU.
- Serve as the primary point of contact for M&T related audits, reviews, and compliance-related inquiries.
- Provide interpretation and guidance on applicable Bechtel policies and procedures.
- Perform additional tasks and duties at the request of M&T senior management or the Chief Ethics & Compliance Officer as required.
Education and Experience Requirements:
Basic Qualifications
- Bachelor's degree or equivalent and 10-15 years of progressively responsible experience or 20+ years of relevant experience.
- Ability to pass pre-employment drug screening and background verification.
- Ability to travel to project locations as needed.
Required Knowledge and Skills:
- Strong investigative, analytical, and problem-solving skills.
- Exceptional written and verbal communication abilities.
- Demonstrated ability to influence and advise senior leadership on ethics and compliance matters.
- Experience developing and delivering compliance training programs.
- Flexible team player willing to accept new challenges and assignments based on needs of the department and the M&T business.
- Proactive and independent worker, with the ability to balance a large and complex case load under short deadlines and changing priorities in a fast-paced environment.
- Proactively identify and spot emerging ethics and compliance issues on projects, conduct independent reviews and assessments, and provide clear, actionable recommendations to the M&T personnel including project management.
- Identify compliance-related trends across the M&T project portfolio, capture lessons learned and drive their implementation across the business to strengthen program effectiveness and prevent recurrence.
- Deliver compelling presentations and briefings to project teams, M&T leadership, and senior management that translate compliance findings and trends into practical guidance and actions.
- Advanced proficiency with Microsoft 365 and business applications.
- Experience with Navex or equivalent software designed for managing ethics cases.
- Detail oriented with the ability to maintain the confidentiality of highly sensitive matters.
- Demonstrated ability in time management and establishing priorities with limited supervision and exercise sound judgment and discretion.
- Certified Compliance & Ethics and Professional (CCEP) certification a plus.
- Foreign language skills a plus.
